Safe Routes to Schools 2004/2005 Unfunded Projects

The Safe Routes to Schools program aims to protect children from traffic deaths and injuries, and promotes a healthy lifestyle through biking and walking. It also provides sensible transportation by reducing the number of car trips to and from schools.

“WSDOT is eager to support bicycling in its many forms – fitness, touring and commuting,” said Secretary of Transportation Doug MacDonald. “There is nothing more important, however, than supporting the Safe Routes to Schools bicycle and walking program, which provides a host of benefits for kids, health, communities and the environment. All of the project proposals are worthy – and if we had more money, we’d fund more of them.”

The Washington State Legislature approved $1 million in their 2004 Budget to support this Safe Routes to Schools Grant Program. The program is a coordinated effort between the Washington State Departments of Health and Transportation, the Washington Traffic Safety Commission, the Office of the Superintendent of Public Instruction and the Bicycle Alliance of Washington.

Bellingham School District
Sidewalk Construction Northwest Ave. Project
Sidewalk construction will create a safer walk route to Shucksan Middle School. The School's safe walking route plan identifies Northwest Avenue as the preferred route to school from the north. The existing safe route terminates at the I-5 limited access right of way due to lack of sidewalks. Sidewalk construction under I-5 will allow the safe walk route to be extended north of I-5 creating a more convenient and safer route.

Bethel Public Schools
Evergreen Elementary Public School Project
This pilot project is designed to increase awareness, safety and physical activity among students, parents, drivers, and others in the Evergreen Community. The primary objectives are to develop student pedestrian safety programs, implement the school walk route plan, work with the county on traffic control improvements, and promote community awareness through events like a Health, Bike and Safety Fair.

Blue Ridge Elementary School
Blue Ridge School Walking Route Project
Improvements include upgrading a rail crossing and sidewalks to current standards, and installing ADA sidewalk ramps, signs and stripping, establishing "MCGruff" safety sites, and providing pedestrian safety program educational materials for students and school staff.

Bremerton School District
West Hills and Kitsap Lake Elementary School Project
Community outreach, education and engineering are the focus of this project which included upgrading two crosswalks and installing school flashers at those locations. A Safe Routes to Schools task force will be created and coordinated with the Health District to provide safety and health initiatives within the school. Parent and student promotional materials will be distributed.

Cape Flattery School District
Clallam Bay School Project
With this project, the children walking to school from large multi-family housing developments in the area would benefit from new separated sidewalks connecting the school with the residential areas on Weel road, the bicycle safety classes offered at the school, and those students documenting more than 300 miles of walking on the new route per year would be honored with a physical activity certificate from the local Chamber of Commerce and the school.

Castle Rock School District
Safe Routes to School Project
Goals of this project include increasing the number of students walking/biking to school by 25% through development and distribution of safe school walk route maps and brochures and developing a walking bridge to connect the cities walking path with the high school walking path.

Central Kitsap School District
Central Valley Rd. Improvements Project
Efforts include educational outreach to parents, staff and students on the benefits and use of the proposed pedestrian activated crosswalk signs and signal systems, solar powered school zone flashers and advance flashers for three school zones. Police emphasis patrols at school zones are also included.

3rd Ave. NW Extension Project-AlPac Elementary School
This project includes sidewalk construction along a designated walk route connecting residential areas to the AlPac Elementary School. Other improvements include light pedestal signs to alert motorists of school zones and new signage at school zones.

Concrete School District
Concrete Safe Routes Project
The City proposes construction of a grade separation at the intersection of SR20 and a busy county road or installation of a stoplight with pedestrian activated signals. Project improvements also include sidewalk extensions and construction of a secondary access road to and from the school.

Crescent School District
Crescent School Project
Components of this project include constructing a separated sidewalk along a portion of SR 112 allowing students to safely traverse the SR112 route from the school to residential areas and downtown. Courses in pedestrian and bicycle safety will also be developed and taught. The school will publish a series of fitness advocacy articles encouraging walking and the use of the new sidewalk system.

This project will develop student safety education programs and curriculums and provide police emphasis at the intersection of SR161 and Carter Street.

School Safety Enhancement Project
Project elements include constructing a separated walkway with illumination, consolidate bus stops, and installing marked crosswalks. A citywide safe routes to school task force will also be developed. Additional police emphasis patrols in school zones in coordination of a public awareness campaign is a key element of this project.

Walking Path Enhancements-Lakeland Elementary School Project
Improvements include installation of walking paths to improve safety for students walking or biking to Lakeland Elementary School and the new middle school scheduled to open in the fall of 2005.

Project goals include construction of sidewalks to enhance pedestrian/bicycle safety near Hazel Valley Elementary School and the adjacent neighborhood, development of a curriculum related to health, nutrition and the environment, and added police emphasis patrols.

Project scope includes installing pedestrian signals and flashing lights at SE 196thSt and 120th Avenue SE. Walkways will also be constructed. Two radar equipped speed indicator trailers will be purchased and strategically placed at school zones.

This project includes construction of a six foot wide by 1,215 foot long sidewalk adjacent to a busy county road and safer pedestrian access from the school to the central residential area.

Mabton School/Grandview School Districts
Safe Routes to School Project
Engineering, public safety, educational outreach, media events and added police enforcement are the focus of this project. Sidewalks will be constructed and police will conduct pedestrian and bicycle safety programs. Media events include television and radio PSAs on safe routes to schools in bi-lingual format. Additional police enforcement in school zones will also be conducted using marked and unmarked vehicles and plain clothes officers.

Mary Walker School District Project
Improvements include installing a sidewalk along the western side of highway 231 for three blocks. This will establish the foundation for a clearly defined pedestrian route, crosswalk, and signage.

Fryelands Elementary School Safe Walking Project
This project proposes sidewalks and related traffic safety devices along the Eastside of Fryelands Boulevard. Other project focal points include community based proactive programs such as safe walking and biking presentations in English and Spanish, promotional materials and development of a student walking and biking safety curriculum.

White Swan Middle/High School and Community Project
This partnership project between Yakima County and Mt. Adams School District proposes to construct a bicycle/pedestrian path serving as the primay school access route for White Swan Middle and High Schools. The School District will also conduct educational and wellness programs to foster increased walking and biking by area students, parents and the community.

This project upgrades the school walking path from a two foot wide gravel path to a paved separated walkway from traffic and provides signing and striping for added safety.

This project includes installation of sidewalks, crosswalks, and two school zone flashing beacons. Educational outreach includes a bicycle commuter contest with rewards and incentives for biking and walking to school.

Washington Middle School Project
This proposal includes school crosswalk enhancements along a major collector near the school, the addition of bicycle storage, safety enforcement and education programs, and extending a new concrete sidewalk to an existing middle school.

School Walk Route Plan Project
Pomeroy School District, the only school district in Grant County, proposes to improve sidewalks directly in front of the elementary school along with a connecting gravel path, review their walk route plan, and implement a safe walking/safe biking education curriculum.

Stevens Middle School Project
This project will improve safety for children traveling to and from school by providing a sidewalk connecting the school to the park, fair grounds and ball fields. It will also improve safety for bicyclists using the designated bicycle route near the school.

Television/Instructional Broadcast Center Project
Seattle Public Schools Television has a history of successfully producing programs and awareness campaigns about the environment, safety, education and more. This project is designed to create 10 shorts and one 1/2 hour broadcast program about safe biking and walking routes. The goal is to connect, promote and expand upon the biking, walking and safety education programs that have already been established by various public agencies and non-profit organizations.
