Aviation Advisory Committee Meeting Minutes - June 11, 2002

INTRODUCTIONS:

John Sibold, Aviation Director WSDOT, presented an overview of WSDOT Aviation, its mission, and a draft business plan FY 2002-03.

COMMUNICATION Comments

  • It was general consensus that WSDOT Aviation needs to update the aviation community more frequently. It was suggest that the Division use e-mail for monthly press releases and quarterly newsletters.
  • WSDOT Aviation should continue to participate in as many special events as possible to increase availability and exposure to customers.
  • WSDOT Aviation should take a stronger role in advocating and communicating general aviation interests to other government agencies.

AIRPORT AID Comments

  • Non-subjective decision process should be in place
  • Define engineering standards for construction
  • Develop guidelines on how the money will be awarded
  • Grants should be awarded for pavement maintenance
  • Some discretion on awards should be maintained by the Division

EDUCATION Comments

  • WSDOT Aviation should continue to facilitate CFI and A&P re-certification clinics.
  • Mountain Flying and SAR Clinics should continue
  • Partnership with FBO and Aviation Colleges for youth education programs
  • Division provide a list of aviation education resources available in Washington

PROMOTE COMMERCIAL AVIATION Comments

  • More commercial aviation is need especially in Eastern Washington
  • Need runways that can support Business Aircraft
  • Dan Burkhart NBAA can provide information on economic impact of business aircraft to the area.

FUNDING AND LEGISLATURE Comments

  • Lobby to get aircraft excise tax removed from general fund
  • Consider additional fuel tax on commercial aviation fuel
  • Division should lobby to eliminate the Temporary Flight Restricted Areas

STATE AIRPORTS Comments

  • Promote state airports as backcountry airfields which can provide access to recreational activities. Work with the state tourism to include information on the backcountry airfields in their publications.

SUMMARY Comments

Participants felt that the meeting was a good use of their time and expressed their interest in seeing the group meet on a quarterly basis.
