Transportation Costs Work Group Focus
The Work Group was formed to define, identify and track transportation costs. Without knowledge of costs, there can be no discussion of how to create cost efficiency.
The Work Group has been formed to address issues of benchmarks and accountability. The first task of the Work Group will be to define transportation costs. The Work Group has decided to focus on performance measures for the State's public transportation system. The Work Group also developed a cost allocation model for shared special needs transportation, which was sent to the FTA for review.
Statutory Requirements for Analysis
The ACCT statute, RCW 47.06B Section 5 states that "the council, in coordination with stakeholders, shall.. (8) Develop methodologies and provide support to local and state agencies in identifying transportation costs; (9) Develop guidelines for setting performance measures and evaluating performance; (10) Develop monitoring reporting criteria and processes to assess state and local level of participation with this chapter.
The Blue Ribbon Commission on Transportation, in its recommendations, also places heavy emphasis on benchmarks and accountability. To meet the provisions of the ACCT legislation and to be consistent with the BRCT, it has become a priority to develop mechanism to identify and track transportation services and costs.
