ACCT 2008-2010 Report --DRAFT

The Agency Council on Coordinated Transportation has published its 2008-2010 report to the legislature. This report details the activities of ACCT over the last two years, including new initiatives as proposed as part of SHB 2072.

Florida Study Shows Benefits of Special Needs Transportation

This study calculates the return generated by funds invested by the State of Flordia on special needs transportation. The study concludes that financial investments in special needs transportation are an excellent investment and worthy of continued study and funding.

The JTC Releases Study on Coordinated Transportation

The Joint Transportation Committee (JTC) has recently completed a report on coordinated transportation. This Study was commissioned by the JTC to examine and evaluate the effectiveness of special needs transportation within the State of Washington.

Complaint Process Guidelines

ACCT has developed customer complaint processes guidelines for public transportation providers across Washington. The new guidelines offer an easy and accessible way for people with special needs to have their concerns addressed. This framework provides the necessary process for improving options for persons with special transportation needs.

ACCT has developed a best practices Web page that describes the process, gives examples of model policies, and information on resolving customer complaints.

ACCT Response to Policy on School Transportation

ACCT has responded to a proposed policy change by the Federal Transit Administration that could damage coordinated transportation and restrict public transportation to schools.

Summary of Community and Brokered Transportation - 2005 (pdf)

ACCT and WSDOT staff have compiled, analyzed and published the report, Summary of Community and Brokered Transportation - 2005. The report is the first of its kind to focus on community transportation providers and Medicaid brokers in Washington State.

ACCT created this report to highlight 33 community transportation providers who received WSDOT grant funding during the 2003-2005 biennium and the eight brokers of Medicaid transportation. The report presents uniform data to facilitate greater understanding of the work of these diverse providers. This report coupled with the Washington State Summary of Public Transportation will aid in painting a more complete picture of public transportation in the state and assist in the evaluation of coordinated transportation efforts.

ACCT 2005-2007 Report (pdf)

ACCT has published the ACCT 2005-2007 Report to the Washington State Legislature.

The Report provides an overview of ACCT and presents a new section highlighting performance measures.

Evaluation of Homeless Student Transportation
The McKinney-Vento Homeless Education Assistance Act of 2001 requires school districts to provide transportation to homeless students who want to remain in their school of origin, at a great expense to schools. Utilizing a federal earmark, ACCT funded eight demonstration projects in Washington during the period 2004-2006. This report which was prepared by the University of Washington, provides an initial evaluation of these efforts: Evaluation of Homeless Student Transportation

ACCT Implements New Federal Planning Requirements
ACCT staff are currently working with transportation providers and planning organizations across the state to implement a new federal planning requirement for federal public transportation grant recipients. The recently passed SAFETEA-LU requires the establishment of local coordinated plans for all human services transportation programs. Applicants for WSDOT's public transportation grant program are required to participate in the planning process with their local Regional Transportation Planning Organization (RTPO) or Metropolitan Planning Organization (MPO).

ACCT Gathers Stakeholder Feedback (pdf)
ACCT hired Cocker Fennessy, Inc., a Seattle-based public affairs firm, to perform stakeholder research to identify opportunities and challenges related to both ACCT—including possible termination of its existence in 2007—and issues faced by special needs transportation. This process included interviewing stakeholders who are familiar with ACCT and represent a variety of perspectives. Read more about the report findings.

Access to Treatment
ACCT Analyzes Access to Treatment for Recovering Addicts ACCT has recently completed a legislatively requested analysis on the number of people in the state’s Drug and Alcohol Program that have access to public transportation. The analysis includes:

Statewide Travel Options
Washington & Oregon have partnered to prepare a Statewide Travel Options Web site. This tool will help travelers or advocates find the transportation information to build their own trip.
