- Application for Utility Permit or Franchise (pdf 32 kb) Washington State law, RCW 47.44 and WAC 468-34, grants WSDOT the authority to issue permits and franchises for the occupancy of highway rights of way to the persons, associations, private or municipal corporations, the US Government, or any agency for the purpose of constructing and maintenance of lines for water, gas, electricity, telephone, telecommunications, etc.
- Application for General Permit (pdf 13 kb) General permits are typically issued for miscellaneous work that is to be done within the WSDOT Right-of-Way. The type of work ranges from landscaping, mowing, and hazard tree removal to surveying, soil testing for hazardous waste contamination, etc.
- Application for Access Connection (pdf 21 kb) Access connection permits for a new approach or change in use of an existing approach to a state highway.

- Agreements - Private sector (developer), developer mitigation, local agency participation (non-federal aid), utility relocation, railroad, governmental contracts, maintenance and operations, turnbacks, special transportation planning studies and utility service to state facilities in the Southwest Region.
- Consultant Services - Are responsible for the negotiations, preparation, processing and monitoring of agreements with consultants for Personal Services and Architect and Engineering (A&E) agreements and/or supplements for the Southwest Region.
