Appendix A - 1998-99 CTR Employer Services Grants

*The manner by which employers calculated matching dollars varied. These figures represent the values grant recipients provided on their final reports to WSDOT.

Rainier School - Buckley Bike and Walking Site Amenities $1,000 $91 They purchased and installed two bike racks for employee use. Eleven bicyclists are now using these facilities.
Starbuckís - Seattle Bus Boost Bus Pass Subsidy Program $16,809 $63,000 They created a new transit pass program. Starbuckís garnered 150 new participants, bringing their total to 300.

General Administration - Olympia
Capitol Campus Bicycles Facilities Project $26,150 $2,153 General Administration constructed five secure bicycle cages and 15 bicycle racks around the Capitol Campus. 150 state employees registered to use these new facilities, and no thefts have been reported since their installation.
Airway Heights Correction Center Carpool Subsidy Program $11,250 $7,500 A $25 incentive was paid to employees who used transit, carpools, and vanpools. It resulted in removing 48 SOVs per day.
Avista Corp. - Spokane Commute Subsidy Program $23,385 Staff time They offered a new incentive program to employees. It resulted in an average of nearly 90 new monthly participants.
Eastern Washington University CTR Eagle Bus Pass $30,937 $6,896 They offered greatly discounted bus passes, as well as incentives for other modes. They reduced VMT by 45.2% since previous year.
Intercity Transit - Olympia Designing and Implementing
a Parking Management Program
$0 $0 They intended to create a model parking management program. Budget cuts forced project cancellation.
Bellevue Downtown Association Downtown Bellevue Reserve Vanpool Parking $0 $0 The anticipated grant dollars secured the donation of two vanpool parking stalls. Two vanpools were formed, resulting in an annual VMT reduction of 144,900.
Pierce County Employee Recruitment Incentive $245 $291 They established an incentive program that would pay current members to recruit new members to their CTR program. Nine current members recruited 26 new members. This resulted in the elimination of 876 SOV trips during the course of the grant.
The Evergreen State College - Olympia Establishing Alternative Commuting
between Lacey and TESC
$945 $0 The program was designed to initiate a vanpool program between Lacey and TESC. An 11 person vanpool was formed. 2,020 SOVs were removed during the grant period as a result.
Everett Community College Employee Financial Incentives Program $366 $5,500 They offered incentives to transit riders and carpoolers. It resulted in four new transit riders and two new carpoolers.
Nintendo of America - Redmond Flexpass Transit and Vanpool Program $12,000 $19,144 They offered Flexpasses to employees. Transit pass distribution rose by 200% as a result.
Kent School District #415 GRH, Parking Management and Preferential Parking $605 $185 They implemented a GRH program, a parking management program, and a rideshare registration process. They registered six carpools and installed 10 carpool parking signs.
King County Metro I- 90 Corridor/Northeast Bellevue Rideshare Campaign and Vanpool Driver Subsidy $6,224 $3,300 KCM worked to get 24 separate employers in the I-90 corridor to increase the pool of ridematch applicants, as well as Rideshare Week participation. They received 283 ridematch applications, recruited seven new vanpool drivers, formed seven new vanpools, and gained 47 new vanpool riders.
Key Tronic Corp. - Spokane Employee Subsidy Program $1,157 $587 They offered a $50 subsidy to carpoolers who used this mode two days per week for a month. Layoffs reduced participation, but they managed to reduce 7,500 VMT over six months nevertheless.
Intercity Transit - Olympia Leased Neighborhood Park and Ride Program Using GIS $3,864 $1,052 The program was designed to develop two leased neighborhood Park & Ride lots. They did not achieve their goal, but they managed to overcome legal concerns and fashion a new legal agreement for future Park & Ride/church lot usage.
King County Metro Northgate Rideshare Campaign and Vanpool Driver Incentive $5,240 $1,050 They managed to recruit three new vanpool drivers, three new vanpools, and 23 new vanpool commuters.
City of Kirkland Incentives for Part-time HOV Commuters $1,480 $15,955 They lowered their threshold for incentives from 60% non-SOV per month to 40% per month. Eight new employees took advantage of this program.
Airway Heights Correction Center Promotion of Bus Service and the Transit Pass Subsidy $4,400 $0 They managed to generate enough ridership on a new Spokane Transit route to convince the Spokane Transit Authority to continue the service.
EDS-Poulsbo Quarterly Rideshare Promotion $500 $300 EDS offered quarterly promotions modeled after the annual Rideshare Week campaign. Fifty-seven people participated at least once, 18 of which were regular SOVers. Four became regular non-SOV commuters.
Commuter Challenge - Seattle Redmond Town Center - Integration of CTR and Transportation Management Plans $20,000 $40,000 The program inspired a new parking management program, as well as a comprehensive package of incentives. They were able to form two vanpools, with an annual VMT reduction of 90,404.
Microsoft - Redmond Removing SR 520 Bus Capacity Barriers $50,000 $65,442 This project called for the addition of five short-term, peak hour trips to Metro routes 242 and 263 across Lake Washington. Ridership on these new runs averaged 124 per day. It was so successful that Metro decided to maintain the routes after the grant expired.
City of Renton Renton City Hall Flexpass Program $7,500 $5,247 They gave 76 Flexpasses to city employees. 88% of employees believe that the Flexpass will inspire them to use transit on an occasional basis.
City of Renton Renton Vanpool Formation and Driver Subsidy Program $9,821 $0 Thirty one existing vanpools were maintained and 1 vanpool was formed.
Eddie Bauer - Redmond Rider Reward Incentive Program $10,000 $10,623 They offered a variety of incentives and promotional materials. They did not see a substantial increase in participation.
Port of Tacoma Rideshare Incentive Program $8,680 $4,779 71 employees participated in the program, 52 of which were first-time non-SOVers. Also, they formed the first ever Port of Tacoma vanpool.
Seattle Goodwill CTR Incentives Program $31,000 $9,668 By combining this grant with a Rideshare Subsidy grant, they dropped their SOV rate from 78% to 52%.
DSHS - Tacoma State Street Commute Project $0 $0 The project was cancelled.
AVX Vancouver Subsidized Bus Passes $7,064 $200 They had an average participation of 36 employees each month.
Pioneer Chlor Alkali Company - Tacoma Tacoma Tideflats Network Rideshare Incentive Program $25,211 $3,000 A post-grant survey indicated that 59% of employees would continue using commute alternatives after the grant expired. Also, 122 first-timers tried an non-SOV mode.
King County Metro The RJC/YSC Parking Management Demonstration Project $22,350 $3,000 Though one of the original partners was unable to participate, they did establish some unique programs that may serve as models for other employers, including an enhanced Guaranteed Ride Home Program and an additional $20 incentive to new vanpoolers.
Veterans Affairs Medical Ctr - Spokane Transit Subsidy Program $3,738 $2,990 The program resulted in VMT reduction of 7,500 per month.
Zak Designs, Inc. - Spokane Transit/Carpool Subsidy Prog. $5,000 $5,561 The program resulted in a reduction of eight SOVs per day.
DSHS King - Eastside - Bellevue Transit/Carpool Subsidy Program $4,800 $2,800 They saw an increase in carpoolers from eight to 18, and overall employee participation rose from 7% to 36%.
WA Corrections Center for Women - Gig Harbor Vanpool Pilot Program $0 $0 The project was cancelled.
WA State Department of Health - Olympa Voucher Incentives for Telecommuting and Compressed Work Weeks $2,335 $0 The incentives were given primarily to people already taking advantage of telecommuting and compressed work weeks. The project did not meet its original goals.
