Hazard Elimination Safety (HES) Program
To assist your inputting of information into the on-line application submittal, please download the HES software. You will be able to access either or both the HAL program (Collision Benefit/Cost Worksheets)
and the Risk program and pre-score each potential project before submitting your applications online.
Program Description:
To fund safety improvement projects that eliminate or reduce fatal or injury accidents by identifying and correcting hazardous locations, sections and/or elements.
These include activities for resolving safety problems at hazardous locations and sections, and roadway elements that constitute a danger to motorists, pedestrians, and/or bicyclists.
Should you be successful in obtaining funding for your project through this program, you will be required to comply with the Local Agency Guidelines (LAG) manual.

Cities, towns, counties, ports, tribal governments, WSDOT.
Matching Requirements:
10% Local, 90% Federal
Project Categories & Criteria:
High Accident Locations
| • | Minimum two accidents per year |
| • | Accident data for 1998, 1999 & 2000 |
| • | Mainline ADT greater than 250 |
| • | Must be on a public road, except for bike/pedestrian paths or trails |
Maximum federal participation = $400,000
Prioritization is based on Benefit/Cost(B/C) Ratio
Risk Locations - Potential Accident Locations
Points assigned for:
| • | Project type (hazard elimination, hazard reduction or hazard protection - 25, 15, or 10 points) |
| • | Speed & ADT - (0 to 33 points) |
| • | Existing Road Alignment (Straight, Simple Curve, Combination Curve - 5, 10 or 15 points) |
| • | Substandard Curve Adjustment - 15 points |
| • | Embankment Height Adjustment - (0 to 15 points) |
| • | Cost Adjustment - Points based on High Match or Low Grant Request to Low Match or High Grant Request (5 to 0 Points) |

Types of Projects:
High Accident Locations: | Traffic signals, traffic calming (e.g. roundabouts, traffic circles, channelization), curve realignment (horizontal or vertical), widening lanes or shoulders, etc. |
Risk Locations: | Exposed bridge-ends, guardrail/median barrier (spot improvements), removing roadside obstacles, placing/upgrading pavement markings |
Additional Requirements:
All application packages must be complete including a detailed description of the existing condition, an 8 ½ x 11 vicinity map showing project location, and location photographs (color preferred).
In addition, High Accident Location applications must include a completed HES Collision Worksheet, collision diagrams showing type, date & location of accidents, and, if applicable, signal warrant determinations per MUTCD standards.
Please submit hard copy and backup information to Regional Local Programs Engineer, postmarked by August 15, 2002.
Grant recipients will complete projects within three years of selection and will track and report accident data for three years following project completion.
Lastly, any applicant, whose potential project either is on or connects to a State Highway route, must have written concurrence of either the Regional Administrator or Regional Traffic Engineer. (See attached Project Certification form.)
