CERTIFICATION ACCEPTANCE AND INTERLOCAL AGREEMENT

Highways & Local Programs encourages CA approved agencies to assist non-CA agencies.

It is not uncommon for agencies who do not have the resources within their organization to gain CA status, to still have federal funding in their projects. When that occurs they need oversight from an agency with CA status in order to comply with the federal requirements attached to the federal funding.

WSDOT, as a CA agency, provides assistance, but with the significant growth over the last several years in federal funds to local agencies, the Department does not have adequate resources to assist in all cases. Those local agencies with CA status are therefore encouraged to assist their colleagues. To do so effectively and with appropriate protections for both agencies under an interlocal agreement, we recommend the agencies review the document titled: "Exhibit A". It is an interlocal agreement between Kitsap County (a CA agency) and Kitsap Transit (a non-CA agency). It provides an excellent example of how to incorporate the elements and clarify the responsibilities contained in a CA agreement and how they may be appropriately shared.

Please feel free to use this "Exhibit A" as a template for your interlocal agreement.
