DESIGN JURISDICTION ON STATE HIGHWAYS IN CITIES
PROPOSED WSDOT POLICY

Introduction

WSDOT executives adopted the following proposal to establish a policy defining jurisdictional roles between WSDOT and affected cities for designing state highways. This proposal is in accordance with RCW 47.24.020 (2).

This proposal was developed with input from cities and consultants to resolve recurring differences that have surfaced in design of projects on state highways in cities. The intent is to clarify the processes for developing designs and obtaining deviations from relevant design guidelines when necessary.

This proposed policy is presented here to solicit additional feedback.

Design responsibilities will be divided:

  • Outside of curb will be the city's responsibility; inside the curb will be WSDOT responsibility.
  • Where no curb exists, the area outside the edge of pavement will be the city's responsibility, within the pavement areas will be WSDOT's responsibility.

These jurisdictional responsibilities are not based on population criteria and apply to all non-limited access state highways within all incorporated cities and towns.

  • Limited access highways will remain the responsibility of WSDOT within the acquired access areas.

When designing elements in incorporated areas:

  • Within the curbs or edges of pavement, WSDOT guidance as contained in the Design Manual will apply, and documentation and approvals for deviations/exceptions will be as specified in the Design Manual.
  • Outside the curbs or edges of pavement, City and County Design Standards will apply, and documentation and approvals for deviations will be as specified in the Local Agency Guidelines Manual.

Medians will remain WSDOT's design jurisdiction.

  • Design elements and proposals within cities will be negotiated at the request of the city. Proposed and accepted different designs will not be considered deviations, but will be documented under an approved process (under development.)
  • Added costs for negotiated median design elements above WSDOT approved median sections or standards will be the city's responsibility.
