Quality Assurance Reviews
To ensure compliance with National Bridge Inspection Standards (NBIS) and to monitor the local agency bridge inspection program, Grant Griffin, the Highways and Local Programs Bridge Engineer, conducts Quality Assurance Reviews. The reviews are intended to ensure compliance by local agencies and are scheduled for each agency on a three year cycle. The H&LP Bridge Engineer for Local Agencies works with agency personnel to evaluate the program's strengths, weaknesses and to make suggestions to correct any deficiencies.
Following the review, a close-out conference is held to discuss the findings. A report is prepared and sent to the local agency.

Bridge Management Reviews
In addition to the Quality Assurance Review, FHWA coordinates with the H&LP Bridge Engineer to conduct their reviews of the bridge inspection program. Both the state and local agencies are visited, recommendations for improvements are made, and reports are filed.
If the state or local agency program is out of compliance with NBIS, a request to achieve compliance is made. If an agency fails to do so, federal funds can be withheld until compliance is achieved. Specific areas of interest are load ratings and scour analysis.
