Quoting the foreword of the report, "The report includes design examples illustrating the application of fatigue provisions of the AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires, and Traffic Signals; guidance on design, installation, inspection, and maintenance of these structures; and recommended specifications for anchor rods."
The guidance included in NCHRP Report 469 is the current "State of the Practice" in fatigue-resistant design of cantilevered signal, sign, and light supports and should be considered when developing project specifications.
The Research Council on Structural Connections is currently working on a draft specification for anchor rods based on the information included in this report. The specification will require several reviews prior to finalization (probably more than a year).
