Deterioration of highways is associated with overloading vehicles. A system of fines and fees has been legislated to control or provide economic incentives to reduce overloading. This study evaluates the effectiveness and equity of the existing motor vehicle permit and penalty structure in Washington state and reviews the fee/fine/permit legislation in the balance of the nation. A comparison of fee/fine schedules over time was made and it was concluded that the "real" fine (fine adjusted for inflation) is considerably lower at present than it was in the past. Details of the national sample are found in the second volume of this report.
