Olympic Region Weekly Construction and Traffic Updates

The following Washington State Department of Transportation projects are expected to have some travel impacts. Motorists are encouraged to use caution when traveling in these areas and remember to “give ‘em a brake” in construction zones.

PLEASE NOTE: Most activities are subject to good weather conditions and work plans are subject to weather-related adjustments.

Clallam County

CONSTRUCTION

SR 112, 9.4 miles west of Reynold Road – Emergency Slide Repair

This project constructs a new SR 112 alignment around a landslide. The new alignment will be 0.3 miles long. The existing SR 112 roadway remains open to traffic during construction.
DAYS: Monday – Wednesday

LOCATION: Both directions of SR 112, near the West Twin River Bridge, mileposts 36 to 38.
EXPECT: Short-term traffic stops.

SR 112, Makah Reservation to US 101 – Stage Two Safety

This safety improvement project installs advanced signage, guardrail and drainage structures, flattens slopes, removes roadside hazards, and relocates utilities on the 61-mile stretch of SR 112.

DESCRIPTION: Lighting and electrical work.
LOCATION: Both directions of SR 112, from the Makah Reservation to US 101, mileposts 0 to 61.
EXPECT: Occasional flagger-directed, one-way alternating traffic.

Grays Harbor County

CONSTRUCTION

US 101 & SR 109 Myrtle Street to Endresen Avenue/US 101 Eisenhower Street–Sidewalk, ADA Ramp Safety and Mobility project

This $1.8 million project adds sidewalks and ADA ramps as well as lighting and pavement repairs to sections of US 101 and SR 109 in Hoquiam.
DAYS: Monday – Wednesday
TIME: 7 a.m. to 5:30 p.m.
DESCRIPTION: Replacing sidewalks on Simpson Avenue, from Seventh Street and Ninth Street. Crews will also be replacing sidewalks on cross streets. Weather permitting crews will install conduits and light pole bases.
LOCATION: Both directions of US 101 and SR 109, Myrtle Street to Endresen Avenue and US 101 at Eisenhower Street, US 101 mileposts 85.67 to 89.10 and SR 109 mileposts 0.00 to 1.8.
EXPECT: Single-lane and shoulder closures on Simpson Avenue, from Sixth Street and Ninth Street. Work on cross streets will require full cross street closures during working hours between Simpson Avenue and Levee Street. Only one cross street will be closed at a time.

CONSTRUCTION

SR 104, Hood Canal Bridge Project

The bridge is now open to traffic following a five-week closure while the east half was replaced. Since opening the bridge – with its new east half – to vehicular traffic in early June, contractor Kiewit-General has completed about $14 million of work. And there remains about $6 million of contract work to perform. There are still more than 100 contract employees working on the bridge project.
EXPECT: Drivers can expect up to 40-minute delays during ballast test openings from Monday, Nov. 23 to Wednesday, Nov. 25. These draw span openings, which correspond with slack tides, are scheduled to occur at approximately:

• 9:15 a.m. Monday, Nov. 23
• 9:45 a.m. Tuesday, Nov. 24
• 10:15 am. Wednesday, Nov. 25

Motorists may encounter nighttime delays and up to 90-minute closures between 10 p.m. to 4 a.m. Monday, Tuesday, Wednesday and Friday.

MAINTENANCE

No maintenance activities are scheduled to impact traffic.

Kitsap County

CONSTRUCTION

SR 16, Burley Olalla Road Interchange

This $24.3 million project improves safety by replacing the last remaining at-grade intersection on SR 16 where traffic crosses the median. Traffic is now on the new east and westbound lanes.
DAYS: Monday and Tuesday
TIME: 7 p.m. to 6 a.m.
DESCRIPTION: Installation of cable median barrier.
LOCATION: Eastbound SR 16, at Burley Olalla Road, mileposts 19 to 21.
EXPECT: Left lane closed.

SR 104, Hood Canal Bridge Project

EXPECT: SR 303 Manette Bridge will be closed from 9 a.m. to 3 p.m. on Monday. Drivers can get to and from Manette using the Warren Avenue Bridge.

SR 305, Bainbridge Island ferry terminal

US 101, Purdy Creek Bridge – Replacement

This project replaces the existing timber-trestle bridge with a concrete structure that creates wider lanes and shoulders, and increases safety for motorists, bicyclists and pedestrians.
DAYS: Monday and Tuesday
TIME: 7:30 a.m. to 4:30 p.m.
DESCRIPTION: Testing of storm sewer pipes, removal of silt and high visibility fencing.
LOCATION: Both directions of US 101, at the Purdy Creek Bridge, milepost 339.3.
EXPECT: Flagger-controlled, one-way alternating traffic.

Pierce County

CONSTRUCTION

I-5, Port of Tacoma Road to King County Line – Add HOV Lanes

This project was chosen as a critical shovel-ready project as part of the American Recovery and Reinvestment Act (federal stimulus bill). Federal stimulus money (approximately $35.3 million) helps funds this construction project, which supports an estimated 130 jobs.
This project widens I-5 for HOV lanes in each direction between the Port of Tacoma Road and the King/Pierce County line. Six bridges crossing Wapato Creek and Hylebos Creek will be widened. Traffic cameras will be added to monitor traffic flow and to inform drivers of traffic conditions on WSDOT's traffic Web sites. In addition, metering signals will be installed on the northbound and southbound on-ramps at the 54th Avenue Interchange. The on-ramps will also be widened for HOV traffic to bypass the ramp metering signals.
DAYS: Monday and Tuesday
TIME: 7 p.m. to 4 a.m.
DESCRIPTION: During the daytime crews will be installing erosion control measures, and performing drainage and excavation work in the median. Bridge work takes place at Wapato Creek and Hylebos Creek. Nighttime work activities include pile driving and setting rebar cages.
LOCATION: Both directions of I-5, between Port of Tacoma Road and the King County Line, mileposts 136 to 139.
EXPECT: Crews close one lane northbound I-5 at 7 p.m. and two lanes at 9 p.m. All lanes reopen by 4 a.m. the following morning.

Drivers will also encounter trucks entering and exiting the median and shoulder closures weekdays during the daytime.


I-5/SR 16, Westbound Nalley Valley

This project increases safety, improves mobility and reduces congestion by building a new connection between westbound SR 16 and I-5.
DAYS: Monday and Tuesday
TIME: See times below.
DESCRIPTION: Drainage installation.
LOCATION: Both directions of SR 16 in the vicinity of the I-5/SR 16 Nalley Valley Interchange.
EXPECT:
• A weather-dependent closure of eastbound SR 16 at I-5 is scheduled overnight Friday, Nov. 20. In the event of inclement weather, the closure will instead take place overnight Sunday, Nov. 22. Closure times are 10 p.m. until 7 a.m. the following morning.

• Northbound I-5 on-ramp to westbound SR 16 closes from 11 p.m. to 4 a.m. overnight Monday, Nov. 23.
• Southbound I-5 on-ramp to westbound SR 16 closes from 8 p.m. to 6 a.m. overnight Monday, Nov. 23 and Tuesday, Nov. 24.

LONG-TERM CLOSURE: Sprague Avenue on-ramp to westbound SR 16 is closed. Ramp reopens in fall 2011. The Sprague Avenue on-ramp to eastbound SR 16 and the eastbound SR 16 off-ramp to Sprague Avenue are closed. The off-ramp reopens in fall 2011. The on-ramp reopens when the Eastbound Nalley Valley project is complete in 2013.

SR 7, 304th Street East (Kapowsin Highway) – Signal

This $237,000 construction project improves safety for drivers and pedestrians by installing a traffic signal and crosswalks to the intersection of SR 7 and 304th Street East (Kapowsin Highway), south of Spanaway.
DAYS: Monday – Wednesday
TIME: 6:30 a.m. to 3:30 p.m.
DESCRIPTION: Underground electrical work for new traffic signal system. Crews will also install crosswalks and permanent signage.
LOCATION: Both directions of SR 7, at 304th Street East (Kapowsin Highway), mileposts 38.98 to 39.18.
EXPECT: Possible lane and shoulder closures.

SR 7, 34th Street Bridge Rehab

This City of Tacoma project repairs and paints the 34th Street Bridge.
EXPECT: No impact to traffic.

SR 7, Kirkebo Mountain Highway

This developer-funded project constructs a right-turn pocket from northbound SR 7 to a proposed commercial site at the 204th Street East intersection. The project also installs lighting, stormwater systems, permanent signing and pavement markings.
EXPECT: No impact to traffic.

SR 99, Holiday Motor Homes

SR 410, 166th Avenue Interchange

This developer-funded project improves the SR 410 and 166th Avenue interchange. Improvements include widening the eastbound SR 410 off-ramp to 166th Avenue East and installation of a new traffic signal and lighting system. Project also installs drainage systems, guardrail, sidewalk and permanent signage.
DAYS: Monday – Wednesday
TIME: 7 a.m. to 4:30 p.m.
DESCRIPTION: Interchange improvement project.
LOCATION: Both directions of SR 410, at 166th Avenue East, milepost 11.50.
EXPECT: Shoulder closed.

SR 162, Calistoga Street

This City of Orting project at the intersection of SR 162 (Washington Avenue) and Calistoga Street installs new signal and light poles, turn lanes, and new curb, gutter, sidewalk and ADA ramps. Project also includes improvements to storm drainage, utilities and retaining walls.
EXPECT: No impact to traffic.

SR 509, Puyallup River Bridge – Special Repairs

This project repairs bridge piers and replaces concrete girders damaged in 2002 by a rail car fire under the bridge. Construction began in Nov. 2009 and is scheduled for completion June 2010. During construction, the speed limit in the work zone is reduced from 60 mph to 35 mph.
DAYS: Saturday, Nov. 21
TIME: 2 a.m. to 9 p.m.
DESCRIPTION: Concrete girder replacement.
LOCATION: Both directions of SR 509, from Portland Avenue to Port of Tacoma Road, mileposts 0.99 to 2.44.
EXPECT: SR 509 closes to all traffic between I-705 in downtown Tacoma and Port of Tacoma Road from 2 a.m. to 9 p.m. Saturday, Nov. 21. During the closure, a signed detour will reroute motorists to I-705, I-5 and Port of Tacoma Road.

Motorists can expect delays and congestion on SR 509, between Tacoma and Fife, during construction. Oversized loads are restricted on SR 509 in the work zone. The recommended alternate route is I-5 and I-705.

SR 704, Cross-Base Highway, Spanaway Loop Road to SR 7

This project connects Spanaway Loop Road to SR 7, improving safety and mobility. A new dual right-turn lane from Spanaway Loop Road to southbound SR 7 eases back-ups during peak travel times.

CONSTRUCTION

I-5, Grand Mound to Maytown – Add Lanes

This project widens I-5 and builds new bridges between the Lewis/Thurston County border and Tumwater. Construction continues through fall 2010. One of two on-ramps to southbound I-5 from US 12 is closed. A traffic signal directs eastbound US 12 drivers headed to southbound I-5 to use the southbound loop on-ramp previously used only by westbound US 12 drivers.

DESCRIPTION: Bridge construction and permanent barrier placement. Crews will also install permanent signage.
LOCATION: Both directions of I-5 from Grand Mound to Maytown, mileposts 85 to 97.
EXPECT:
Southbound I-5 off-ramp at Maytown (exit 95) closes for drainage work from 10 p.m. to 5 a.m. Monday and Tuesday.
• Left lane closed northbound I-5 for grinding, barrier placement and drainage work from 8 p.m. to 5 a.m. overnight Monday and Tuesday.
• Motorists traveling SR 121 will encounter flagger-controlled, one-way alternating traffic due to bridge work Monday – Wednesday, Nov. 23 – 25. Work hours are 6 a.m. to 6 p.m.
• Rolling slowdowns and up to five-minute delays 9 a.m. to 7 p.m. Monday, and Tuesday.

I-5, Martin Way – Bike Lanes

The $1.16 million project connects a quarter-mile gap in Lacey’s bike-lane network and extends the left-turn lanes for vehicles at the congested I-5/Martin Way interchange. Pedestrian access through the work zone remains open during construction.

DESCRIPTION: Wall construction.
LOCATION: Martin Way, at the I-5 interchange, milepost 109.
