US 2 - Mill Creek Fish Passage

Project Facts
  • Eastbound lanes of US 2 were used as a detour during construction.
  • 985 cubic yards of streambed material was used to create the new streambed under the culvert.
  • Construction began July 10th and was complete in October.

Project Status

Project was complete October 5th, 2006

This Environmental Retrofit Improvement Project removed a Fish Barrier on Mill Creek under US 2 near Stevens Pass.

Why is WSDOT Replace the existing culvert?
The undercrossing of Mill Creek was identified as deficient for fish passage by the Washington State Department of Wildlife.  The original culvert was an 11-foot corrugated metal culvert.

The End Result
The 11-foot metal culvert was replaced with a 38-foot span bottomless plate arch that allows adequate fish passage in a more natural environment.

  • Improves fish migration.
  • Increases culvert capacity to accommodate a 100-year storm water runoff.

What is the project timeline?
Construction began July 24th and was complete October 5th, 2006.

Environmental Protection

All environmental laws and guidelines were strictly followed.  The followings are the permits and/or documentation required for this project:

    • SEPA (CE) - State Environmental Policy Act of 1971.
    • BA - Biological Assessment.
    • Temporary Erosion Control Plan.
    • SHPO Consultation.
  • Environmental Project Permits:
    • HPA - Hydraulic Project Approval
    • Army Corps of Engineer. 
    • Section 401 - Water Quality Certification.

Increasing safety is one of our priorities
Safety for the public and the construction workers is paramount while the work is underway. During construction, a comprehensive traffic control plan and a work zone safety plan was in effect to protect travelers and workers.

Will this project impact tribal resources?
No impacts to tribal resources were found, during a cultural resource survey conducted prior to construction.  WSDOT seeks to address the concerns of tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

Financial Information

This project was advertised for private contractor bids on March 27th, 2006. Four bids were opened May 4th. Contract # 7143 was awarded to Strider Construction Co. Inc. for $1.177,634. on May 9th.

This project was funded through the following source:

  • Pre-Existing Gas Tax - $1.69 million
  • Total funding from all sources - $1.69 million
