Project Description
This project improves 0.79 miles of SR 28 by constructing a two way left turn lane. This project also adds a storm sewer system, illumination and guardrail.

Recent Progress

The design for the mainline SR 28B portion of the project was put on the shelf in October 2002.  The design of the storm sewer system to convey runoff to a treatment pond near the Columbia River started in February 2004.  A Public meeting was held 4/22/04 to discuss storm sewer impacts.  Coordination with Douglas County for storm sewer route easements and possible partnering are ongoing.  Investigating feasibility of directional boring for storm sewer route from SR28 to Cascade Ave.

Design Construction Impacts
Groundbreaking is scheduled for Spring of 2007.  A box-culvert needed to widen the roadway at the irrigation canal crossing may be broken out as a separate contract in order to complete that work while the canal is empty (October – March).  Utility agreements scheduled for completion August 2005.

Environmental Impacts / Compliance
Biological assessment scheduled for completion in August 2004.

Impacts to Traffic

This work will require one lane, flagger controlled traffic during construction.  Traffic control for the storm sewer will be determined when route is defined.
