Project Description
This project improves 0.79 miles of SR 28 by constructing a two way left turn lane. This project also adds a storm sewer system, illumination and guardrail.

Recent Progress

The PS&E for the project is close to being complete.  The design of the storm sewer system to convey runoff to a treatment pond near the Columbia River was completed in August of 2005.  Coordination with Douglas County on the inclusion of Douglas Co. drainage into the system is occurring.  Design for directional drilling of 24" storm sewer pipe to be reviewed by a consultant in winter 2005/6.

Design Construction Impacts
Approximately 23 parcels will be impacted by this project.  Groundbreaking is scheduled for Spring of 2007.  A box-culvert is needed to widen the roadway at the irrigation canal crossing.  This work may be broken out as a separate contract in order to complete that work while the canal is empty (October – March).  Utility agreements are scheduled for completion in March 2006.

Environmental Impacts / Compliance
A Biological assessment was completed in October 2005.  4(f) concurrence for box culvert is scheduled to be complete in June 2006.

Impacts to Traffic

This work will require one lane, flagger controlled traffic during construction.  A detour will be in place for one weekend for the installation of the new box culvert.
