SR 281 - Quincy South - Paving - Complete June 2006

Project was completed on June 3rd, 2006.

Project Facts
  • Construction began April 3rd and was complete June 3rd.
  • It took 35 working days to complete the work.
  • Safety improvements included striping, recessed reflective pavement markers and rumble strips.

Project Status

Project was completed on June 3rd, 2006.

The Preservation project paved ten miles of SR 281 between Quincy and Interstate 90.

Why is WSDOT pave SR 281?
This project preserves the existing pavement structure, extends pavement service life, and improves safety by updating striping and installation of recessed pavement markers on the highway center line.

The End Result
This project provides a smoother driving surface and extends the life of the roadway.  it required grinding the existing road surface and overlaying the roadway  with approximately 2-inches of Hot Mix Asphalt (HMA).

  • Preserves the pavment for the next 10 to 15 years.
  • Added safety features including center line rumble strips, and recessed pavement markers.

Environmental Protection

WSDOT is committed to protecting the environment.  All environmental laws and guidelines were strictly followed.

  • Environmental Project Documentation:
    • NEPA (CE) - National Environemental Policy Act of 1969.
    • SEPA (CE) - State Environmental Policy Act of 1971.
    • BA - Biological Assessment.
    • TESC - Temporary Erosion Control Plan.

Increasing safety is one of our priorities
In addition to the safety benefits of the project itself, a traffic control plan to protect motorists during construction and a work zone safety plan for the crews on site was successfully implemented.

Will this project impact tribal resources?
No impacts were identified.  WSDOT seeks to address the concerns of tribal nations using the process outlined in section 106 of The National Historical Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan. 

Financial Information

This project went out to bid August 22, 2005. Two bids were opened October 6th.  Contract # 7031 was awarded on October 10th to Central Washington Asphalt, Inc. for $1,474,474.00, 3% under the engineering estimate.

This project was funded through the following sources:

  • Pre-Existing Gas Tax - $2.1 million
  • Total funding from all sources - $2.1 million
