SR 20 - Twisp East - Fish Barrier - Complete October 2006

Project Facts

Project Status

Project was complete October 18th, 2006

This Improvement project is an environmental retrofit to address fish barriers under SR 20.

Why is WSDOT replace the culverts under SR 20 at Beaver and Frazer Creeks in the Methow Valley?

Migrating fish in the two creeks found their passage hindered or blocked by culverts under SR 20 about five miles east of Twisp in Okanogan County.  Each spring they  became clogged with debris creating backwater that rose to the road level.  The culverts also posed a threat to spawning and juvenile fish, as a velocity barrier during high flows.

At Beaver Creek (MP 205.82), two 4-foot concrete pipes and a 6-foot by 6-foot concrete box culvert was replaced with a single 26-foot precast reinforced concrete 3 sided structure.  A 140-foot section of the creek was realigned under the new bridge.

At Frazer Creek (MP 206.87), two 3-foot concrete pipes were replaced with a single 15-foot precast reinforced concrete 3-sided structure and about 100-feet of the stream was realigned. 

The End Result

Fish migration will be facilitated at the two crossings. The larger culverts will also allow passage for larger animals.  

Increased culvert capacity will accomodate a 100-year flood level without overtopping the highway.

What is the project timeline?
Construction began July 5th, and was complete October 18th, 2006.

All applicable environmental laws and guidelines were followed.  These are the permits and/or documentation required for this project:

    • BA - Biological Assessment.
    • Temporary Erosion Control Plan.

Increasing safety is one of our priorities
A work zone safety and traffic control plan was in place to protect the workers and motorists during construction.

Will this project impact tribal resources?
A cultural resource study was conducted with no impacts found.  WSDOT seeks to address the concerns of tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan. 

Financial Information

The project was advertised for private contractor on bids March 27th, 2006.  Two bids were opened on April 20th.  N.A. Degerstrom Inc.was awarded contract # 7131 on April 27th for the most competitive bid of $820,000, 15% over the engineering estimate.

This project was funded through the following sources:

  • Pre-Existing Gas Tax - $855,000
  • Total funding from all sources - $855,000
