  This project chip seals US 2- MP 189-208, SR 17-MP 120-128, SR 20- MP 209-227, 262-266, 289-297, US 97-MP 315-326, SR 155-MP 0-25, SR 174-MP 0-21, US 2/97- MP128-130, and SR 28-MP 0-2.

  The first phase in a chip sealing project is grinding and patching badly damaged sections of highway. 
Project Facts
  • The project installed 1,589 flexible shoulder guideposts.
  • Besides the 125 miles of temporary pavement markings the project required, it installed more than 8,000 feet of new plastic center, crosswalk and stop-bar lines.
  • The project also installed 42 plastic traffic arrows.

Project Status

This project was complete on August 18, 2006 

This Roadway Preservation Project Chip Sealed 129-miles of roadway on 7 State Highways in Grant, Douglas and Okanogan Counties.

Why is WSDOT Chip Seal these Highways?

To preserve the roadways and improve the driving surface, a Bituminous Surface Treatment-BST, also known as a seal coat or chip seal, was applied.  It is a protective surface of asphalt emulsion and gravel that is applied to existing or repaired pavement.  The following highways were resurfaced under this contract: 

  • 19 miles of US 2 in Grant County from the SR 17 Jct. near Coulee City, east to the Lincoln County line near Almira. 
  • 8 miles of SR 17 in Douglas County from the SR 174 (Leahy) Jct., northwest to near Chief Joseph Dam. 
  • 28 miles of SR 20 in Okanogan County from 5 miles west of the Loup Loup Summit, east to five miles outside Okanogan.
  • 4 miles of SR 20 in Okanogan County from the US 97 Jct. at Tonasket, east. 
  • 8 miles of SR 20 in Okanogan County from the Wauconda Pass Summit, east.
  • 11 miles of US 97 in Okanogan County from the SR 20 Jct. at Tonasket, north.
  • 25 miles of SR 155 in Grant County from the US 2 Jct. near Coulee City, north to Grand Coulee.
  • 22 miles of SR 174 from the SR 17 (Leahy) Jct., east to the SR 155 Jct. near Grand Coulee, including the 1-mile spur to Coulee Dam.
  • 2 miles of US 2/97 in Douglas County from the east end of the Odabashian Bridge, north to the Baker Flats Industrial Park.
  • 2 miles of SR 28 in Douglas County from the east end of the Odabashian Bridge, south to 35th Street, in East Wenatchee.

 

The End Result
This project preserves and extends pavement life as well as improving safety and ride smoothness.

Project Benefits

  • Provides a waterproof layer protecting the underlying pavement.
  • Increased traction and skid resistance.
  • Fills cracks and raveled surfaces.
  • Provides an anti-glare surface when wet and increases reflectivity at night.
  • What is the project timeline?
    Construction began on April 17th and actual chip sealing was complete on June 30.  All work on the project was complete on August 18, 2006, within the planned 70 working days

    Environmental Protection
    All environmental laws and guidelines were strictly followed. The followings are the permits and/or project documentation required:

    • BA - Biological Assessment.
    • NEPA (CE) - National Environmental Policy Act of 1969.
    • SEPA (CE) - State Environmental Policy Act of 1971.
    • Temporary Erosion Control Plan. 
    • Section 106 - Tribal Consultation.

    An Environmental Review Summary was signed August 10th under terms of the National Environmental Policy Act, permitting the project.

    Increasing safety is one of our priorities
    Besides the safety benefits of the project itself, safety for the public and the construction workers is paramount while the work is underway. During construction, a comprehensive traffic control plan and a work zone safety plan was in place protect travelers and workers.

    Will this project impact tribal resources?
    After consultation with the Colville Tribes, no impacts were identified.  At WSDOT we seek to address the concerns of tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOTCentennial Accord Plan.

    Financial Information

    This project  was advertised for bids October 3rd.  Two bids were opened on November 10th.  On November 21st, contract # 7050 was awarded to Superior Paving Co. for $3,343,832.40, 6% over the engineering estimate.

    This project was funded through the following sources:

    • Pre-Existing Gas Tax - $4.2 million
    • Total funding from all sources - $4.2 million
