Project Facts
- The project requires 128 miles of temporary pavement markings; and will install plastic crosswalk and stop-bar lines, traffic arrows, railroad crossing symbols, surveillance markers and 18,000 feet of new centerline.
- The project also includes construction of a left-turn lane at Baseline East Road on SR-17; and other minor safety work on SR-17 at Cunningham Road, Lee Road, Road 2 SE, M SE and B SE on SR-26.
- It also includes chip seal work on streets within the towns of Brewster and Bridgeport.
This preservation project will chip seal 128 miles on 7 state highways in Adams, Chelan, Douglas, Grant and Okanogan Counties.
Why is WSDOT
chip sealing these highways?
To preserve the roadways and to improve the driving surface, a Bituminous Surface Treatment (BST), also known as a chip seal, will be applied. It is a flexible, protective surface of asphalt emulsion and gravel that is applied to existing or repaired pavement. The following highways are being resurfaced under this project:
1. 22 miles of SR-17 in Adams and Grant Counties from Othello to Moses Lake. (Includes building a left turn lane at Baseline Rd., just below I-90 and intersection safety improvements at Cunningham Road, Lee Road, Road 2 SE and M SE.)
2. 21 miles of SR-17 in Grant County from US-2 near Coulee City to SR-174.
3. 16 miles of SR-17 in Douglas Okanogan Counties from Bridgeport to US-97.
4. 14 miles of SR-20 in Okanogan County from Aeneas Valley Road to Wauconda Summit.
5. 16 miles of SR-24 in Adams County south of Othello.
6. 18 miles of SR-26 in Adams County from Othello to the SR-395. (Includes intersection improvements at "B" SE.)
7. 12 miles of SR-173 in Douglas County from Bridgeport to Brewster.*
8. 5 miles of SR-207 in Chelan County from Coles Corner to Lake Wenatchee.
9. 4 miles of SR-282 in Grant County from Ephrata to SR-17.
* To save money for the City of Bridgeport, chip sealing of Columbia, Fairview and 10th Street was incorporated into this contract and will done when we're paving SR 173.
The End Result
This project extends pavement life and improves the ride quality and safety on 128 miles of state highway.

What is the project timeline?
Construction began April 14th. The work is expected to take 72 working days (about 3 months) to complete.

- SEPA (CE) - State Environmental Policy Act of 1971.
- Temporary Erosion Control Plan.
- Section 106 - Tibal consultation.

Increasing safety is one of our priorities
Safety for the public and the construction workers is paramount while work is underway. Comprehensive traffic control and work zone safety plans are being prepared to protect travelers and workers. This project is also constructing saftey improvements at several intersection on SR-17 and one on SR-26.
Will this project impact tribal resources?
The Colville Tribes are being consulted. Part of this project lies within the Colville Tribal Boundary. The Tribal Employment Rights Ordinances (TERO) will apply.
At WSDOT we seek to address the concerns of tribal nations using the process outlined in Section 106 of the National Historic Preservaion Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.
Financial Information
This project was advertised for private contractor bids December 10th, 2007. Two bids were opened on January 24th. Contract #7461 was awarded to Central Washington Asphalt, Inc. for $5,133,752.75 on January 28th, 8% under the engineering estimate.
This project is funded through the following sources:
- Pre-Existing Gas Tax - $6.49 million
- Transportation Partnership Account - $0.07 million
- Total Funding from all sources - $6.56 million
