Overview
The project relocated Rutter Parkway to the south and west and, as a result, moved the SR 291/Rutter Parkway intersection to the small business district in the Nine Mile community. The new intersection is a "T" configuration and the SR 291 roadway has an added center turn lane.

The purpose of this project was to improve the safety of a High Accident Corridor (HAC) on SR 291 in the vicinity of the Nine Mile community between MP 8.5 and 9.5 to the northwest of Spokane.  The old Rutter Parkway intersection joined SR 291 at a sharp angle.  Motorists were also on a hill.

Partnerships & Cooperation
At WSDOT we seek to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

This project is funded through the following sources:

  • Existing Funds - $4,536,512
  • Total Funding From All Sources - $4,536,512
