Lewis and Clark Bridge 433/1 Deck Replacement

Project Description
Replace the existing bridge deck of the Lewis and Clark Bridge, Number 433/1. Construction of the deck replacement stage of this project began in January, 2003. Half of the funding for this project is contributed by Oregon Department of Transportation. This project is constructed simultaneously with the navigational light system project, the seismic retrofit project, and the interim painting project.

Recent Progress
A total of 14 of 103 panels have been installed on the bridge, constituting 487 feet of new roadway deck.  A total of 58 of 103 deck replacement panels have been constructed.  Other work includes extending floor beams (42 of 44 completed) and constructing approach widening sections (44 of 44 constructed).  Approximately 1500' of curb and handrail have been removed in preparation for installation of widening sections.  Micropiles were installed (24 of 24) at the Oregon approach abutment in preparation for jacking the abutment and replacing the bearings.

Design Construction Impacts
103 pre-cast lightweight concrete deck panels, measuring the full width of the roadway, will be transported onto the bridge during bridge closures to replace existing panels.  A design change initiated by WSDOT resulted in delaying panel installation for approximately two months. Panel installation resumed on September 22, finishing the quarter with seven consecutive installations. 

Environmental Impacts / Compliance
Silt fences are capturing sediments from runoff to avoid impacts to the river, as outlined in the Temporary Erosion and Sediment Control Plan. The contractor is implementing a containment plan to ensure lead from deck removal is not released into the environment. A Peregrine Falcon Management Plan helped to avoid potential, adverse impacts from construction during the nesting activity, which ended at the beginning of the quarter.

Impacts to Traffic

Single lane and total bridge closures typically extend from 9:30 pm to 5:30 am and traffic delays are limited to 20 minutes. During weekend closures, the bridge is closed from 11:00 pm on Friday to 5:30 am Monday. During weeknight and weekend total bridge closures, the Puget Island Ferry operates free of charge to the traveling public.  The next, closest detours use the SR 101 bridge in Astoria, or I-405 bridge in Portland.
