I-405 - I-5 to SR 169 Stage 2 Widening

Quarterly Project Report Update for Quarter Ending September 2006

Project Title & Location
I-405/SR 515 Interchange Improvements (TPA)

Project Description
This project combines Nickel and Transportation Partnership Account components to construct one additional general purpose lane on I-405 in the northbound and southbound directions between SR 167 and SR 169. This project also builds the eastern half of the Lind Avenue/Talbot Road split-diamond interchange at SR 515 (Talbot Road) including a new on-ramp from SR 515 to northbound I-405, and a new off-ramp from southbound I-405 to SR 515.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
Preliminary design was authorized in January 2006 and is underway.  Design is coordinated with the I-5 to SR 169 Widening project.  This SR 515 interchange is part of the ultimate reconstruction of the I-405/SR 167 interchange, which, as defined in the Master Plan, will be a split diamond interchange with access points at SR 515 and Lind Avenue.  The EA process has begun, starting with the scoping meeting held April 23, 2006.  The EA analyzes the Tukwila to Renton Improvement Project, which completes NEPA, SEPA, & ESA clearance of the Implementation Plan in the I-5 to SR 169 section of I-405, and includes additional lanes on I-405 and reconfigures the I-405 interchanges at SR 167 and SR 181.

Design Construction Impacts
The majority of the construction will occur off of the existing I-405 and SR 515 highways east of SR 515, though construction along the highways will be required where the new ramps connect to the existing highways.

Environmental Impacts / Compliance
A corridor wide Record of Decision for the programmatic FEIS was received in October 2002.  Project level environmental documentation began Spring 2006 with an agency and public scoping meeting.

Impacts to Traffic
Moderate construction impacts expected.
