Project Description
This project combines Nickel and Transportation Partnership Account components to construct one additional general purpose lane on I-405 in the northbound and southbound directions between SR 167 and SR 169. This project also builds the eastern half of the Lind Avenue/Talbot Road split-diamond interchange at SR 515 (Talbot Road) including a new on-ramp from SR 515 to northbound I-405, and a new off-ramp from southbound I-405 to SR 515.

Recent Progress
The design for this project has been coordinated with the I-405/I-5 to SR 169 Stage 1 - Widening Project. Draft environmental reports are complete, and findings were discussed at a public meeting held on October 4, 2007. Development of an Environmental Assessment (EA), environmental permits, and a Request for Proposal is ongoing. Negotiations with property owners for acquisition of required right-of-way are ongoing, and agreement has been reached on 13 of the 28 required parcels. Endangered Species Act consultation with the National Marine Fisheries Service is pending, and any delays may impact the schedule. Note that reported project costs and milestones shown below are based on the Legislature’s Final 2007 Transportation Supplemental Budget (07LegFin).

Design Construction Impacts
Work will occur along the I-405 mainline for construction of the auxiliary lanes. The majority of construction for the SR 515 ramps will occur east of SR 515 away from the existing I-405 and SR 515 highways. Construction along the highways will be required where the new ramps connect to the existing highways. In addition, the Benson Road overcrossing structure, including the center pier that is located in the I-405 median, will be replaced to accommodate the alignment of the I-405 Master Plan.

Environmental Impacts / Compliance
A corridor-wide Record of Decision for the programmatic Final Environmental Impact Statement was received in October 2002. This project requires two environmental documents. The EA documentation for the SR 515 ramps is underway. The EA documentation for the I-405 additional lanes was completed on January 31, 2007.

Impacts to Traffic
Moderate construction impacts are expected.
