I-405 - NE 8th Street to SR 520 Improvement Project

Quarterly Project Report Update for Quarter Ending December 2007

Project Title & Location
I-405/NE 8th Street to SR 520 Braided Ramps (TPA)
WINs: U40551A, U40501K, U40502K
PIN: 840551A

Project Description
This project constructs multi-level northbound braided ramps from NE 8th St. to I-405 and I-405 to SR 520. Construction also includes grade separating I-405 ramp traffic entering eastbound SR 520 from I-405 with SR 520 traffic exiting to 124th St. NE.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
This complex series of structures will eliminate the I-405 northbound to SR 520 weaving and lessen congestion by shifting the northbound downtown Bellevue to SR 520 access from NE 8th Street to NE 10th Street. The combined effect of separating traffic movements and increasing distance between access points will improve safety and traffic operations. Roadway design refinement along the SR 520 segment is complete. Right-of-way plans along the I-405 segment are complete. Appraisals for right-of-way acquisitions are continuing. Eleven properties have been acquired or agreements have been reached. Seven buildings have been transferred to property management. Potholing of utilities and utility locates have been performed to verify conflicts. Coordination meetings with the City of Bellevue, Overlake Hospital Medical Center, and affected utilities are held on a regular basis. Preparation of draft agreements with the City of Bellevue has begun. An ESA package was submitted for informal consultation. Note that reported project costs and milestones shown below are based on the Legislature’s Final 2007 Transportation Supplemental Budget (07LegFin).

Design Construction Impacts
The Bellevue Braids project is a complex interaction of structures. Full analysis of construction impacts will be determined as coordination continues with Overlake Hospital Medical Center and the SR 520 bridge replacement project team.

Environmental Impacts / Compliance
A corridor-wide Record of Decision for the programmatic Final Environmental Impact Statement was received in October 2002. The environmental documentation for the project began in July 2006. Preparation of the Environmental Discipline Reports, Technical Memoranda, Endangered Species Act package, Joint Aquatic Resources Permit Application, and stream mitigation site are progressing.

Impacts to Traffic
Due to the complex nature of the structures in a highly urbanized area, moderate impacts to traffic are expected. Phased construction of the NE 12th Street bridge replacements will be necessary in order to reduce impacts to traffic on local streets.
