I-405 - NE 10th Street Bridge

Quarterly Project Report Update for Quarter Ending December 2006

Project Title & Location
I-405/NE 10th St. Overcrossing

Project Description
This project constructs multi-level braided ramps northbound from NE 8th Street to I-405 and from I-405 to SR 520. This project also includes improvements along eastbound 520 to compliment the I-405 improvements.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
The I-405 Project is working with the City of Bellevue to complete the east approach and connection to 116th Ave. NE (Stage 1) as well as to design the west approach and bridge over I-405 to connect to 112th Ave. NE (Stage 2).  Stage 1 right-of-way certifications were achieved in August 2006 and the project was advertised in September 2006.  This project is funded by both Transportation Partnership Account (TPA) and City funds.  The Stage 1 bid was awarded on October 23, 2006, with construction expected to begin in January 2007.  The City will administer Stage 1 of the NE 10th St. construction contract.  In addition, 30 percent plans, specifications and estimates (PS&E) for Stage 2 was submitted for review in early September 2006 and 60 percent PS&E was submitted in early December 2006.  Also, note that reported project costs are based on the Legislature's Final 2006 Transportation Supplemental Budget.

Design Construction Impacts
This will be a two-stage design-bid-build project.  Stage 1 will complete the east abutment work adjacent to the Group Health Specialty Center and Overlake Hospital Medical Center.  Stage 2 of the I-405 overcrossing structure and west approach will follow.

Environmental Impacts / Compliance
A corridor wide Record of Decision for the programmatic Final Environmental Impact Statement (FEIS) was received in October 2002.  Project-level environmental documentation (SEPA) was completed by the City of Bellevue in February 2005.  Updates to three technical reports are underway to allow for the adoption of SEPA Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA).

Impacts to Traffic
Impacts to the public are anticipated to be minimal during construction of Stage 1.  Stage 2 plans have not yet been developed to determine construction impacts.
