Project Status

May 2008

  • During the last week of April, crews will begin removing the permanent barrier on I-405 to begin construction of a pier that will support the NE 10th Street bridge.
  • On March 10th, crews working for WSDOT demolished the former Paragon Hotel in Bellevue to make way for the new I-405 overpass at NE 10th Street.
  • The city of Bellevue constructed the first phase, bulding the east appraoch and connection to 116th Avenue NE.

Overview
WSDOT is partnering with the city of Bellevue to build a new freeway bridge at NE 10th Street in Bellevue. The NE 10th Street Bridge will be built in two stages. The city of Bellevue will construct the first stage. WSDOT will construct the bridge over I-405 in the second stage.

Why is WSDOT constructing this new bridge?
The NE 10th Street bridge will provide improved access in the north end of downtown Bellevue, and will relieve congestion at the NE 8th Street interchange.

The End Result
This project will allow motorists to travel directly across I-405 on NE 10th, instead of traveling to NE 8th Street. The project will also provide improved emergency access to the medical district.

Project Benefits

  • Safety. Provides drivers and pedestrians a safer, less congested crossing of I-405.
  • Congestion Relief. Reduces congestion on NE 8th Street by spreading traffic to alternate crossings of I-405
  • Mobility.  Improves access to north downtown Bellevue and to the medical district.
  • Environment. Builds a new stormwater wetland site to avoid and minimize impacts to the environment.

What is the project timeline?

  • Stage 1 - City of Bellevue began construction in 2006 and expects completion during the second quarter of 2008.
  • Stage 2 - WSDOT will start construction in early 2008 with the demolition of the Pargaon Hotel. The NE 10th Street Bridge will be open to traffic in 2009.

Environmental Protection
WSDOT's I-405 Corridor Program team will complete a Documented Categorical Exclusion for the NE 10th Street Bridge Crossing which will identify the effects and mitigation of the project. Our I-405 projects have benefits that improve the environment for people, wildlife, and habitat such as improved water quality, restored and enhanced stream and wetland habitat, and improving streams to allow for fish passage.

Increasing safety is one of our priorities
The addition of a new freeway crossing will reduce traffic congestion at the NE 8th Street interchange as local motorists and pedestrians will have a new, less-congested way to cross the freeway. The new freeway crossing will also provide direct access to the medical district from downtown Bellevue.

Will this project impact tribal resources?

This project will not affect tribal reservation lands. The I-405 Corridor Program works closely with tribes throughout the environmental process to ensure that the project avoids or minimizes any effects on archaeological sites, tribal traditional cultural properties, and natural resources. WSDOT will follow an Unanticipated Discovery Plan if unknown archaeological materials are encountered during construction.

At WSDOT we seek to address the concerns of the Tribes by using the process outlined in the WSDOT Tribal Consultation Policy adopted in 2003 by the Washington Transportation Commission as part of the WSDOT Centennial Accord Plan and Section 106 of The National Historic Preservation Act (NHPA).

The NHPA was enacted to address the publics concern that many of the nation's historic resources were being overlooked in the public works project process. NHPA Section 106 requires government agencies such as WSDOT to evaluate the impact of all government-funded construction projects. Under the act, agencies maintain their own preservation program, and are required to incorporate advice from historic preservation professionals.

Financial Information

  • 2005 Gas Tax (Partnership Funding) - $52.2 million - In 2005, the Washington State Legislature provided funding towards this project by passing the Transportation Partnership Funding package.
  • Federal Funding - $9.3 million
  • Local Funds - $2.2 million
  • Total Funding Available From All Sources - $63.7 million
