Project Description
This project combines Kirkland Nickel Stage 2 and Transportation Partnership Account (TPA) components to add a continuous northbound and southbound lane between SR 520 and SR 522. Stage 2 adds one northbound lane from NE 70th Street to NE 85th Street, and one southbound lane from SR 522 to NE 124th Street and from NE 85th Street to the SR 520 area. TPA projects add a northbound lane from NE 124th Street to SR 522 and from NE 195th Street to SR 527.

Recent Progress
As requested by the Legislature in 2005, this project continues to evaluate Express Toll lanes, which are not funded currently. Environmental documentation is being prepared based on two alternatives. The first alternative is a two-lane Express Toll lane system between SR 520 and SR 522, and a one-lane system between SR 522 and I-5. This alternative also includes conversion of the High Occupancy Vehicle lanes to Express Toll lanes from SR 522 to I-5. The second alternative would operate the additional lane as a general-purpose lane. Note that reported project costs and milestones shown below are based on the Legislature’s Final 2007 Transportation Supplemental Budget (07LegFin).

Environmental Impacts / Compliance
A corridor-wide Record of Decision for the programmatic Final Environmental Impact Statement was received in October 2002. The environmental process for this project is ongoing.

Moderate construction impacts are expected.
