Project Description
Project includes Nickel and TPA projects components to construct additional northbound and southbound lanes from I-5 to SR 169 and a separate southbound SR 167 lane between I-405 to SE 180th St.

Recent Progress
Notice to Proceed was provided on July 5, 2007, to Bilfinger/Tristate Joint Venture. The co-located office was established in Renton. The High Occupancy Vehicle(HOV)/Express Toll Lane is in its final horizontal location several months earlier than the contract requirement of February 28, 2008. Construction has begun to install the Intelligent Transportation System (ITS) infrastructure on SR 167. Design is progressing and the project is on schedule. Design packages continue to focus on the work required to deliver the SR 167 milestones in the contract. Preliminary construction activities on I-405 include survey (sensitive area delineation and installation), geotechnical exploration, and field work to establish existing conditions. The 90-day schedule has been received and development of the baseline schedule continues. The Quality Management Plan was given interim approval. Final approval is imminent. Property rights have been obtained for all right-of-way required to begin construction. Negotiations with property owners continue for right-of-way required in later construction stages. Note that reported project costs and milestones shown below are based on the Legislature’s Final 2007 Transportation Supplemental Budget (07LegFin).

Design Construction Impacts
Construction began in September with installation of high-visibility fencing and environmental protection Best Management Practices for work on SR 167, and has continued along I-405. The first stage of construction on southbound SR 167 has been completed. The second phase began with re-striping of the roadway to place the HOV/Express Toll Lane in its final location. Work continues in the median to replace the barrier, install ITS infrastructure, and structure foundations. On northbound and southbound I-405 from Green River to the railroad bridge, lanes will be shifted toward the shoulder and narrowed to 11 feet to create a work zone in the median, and to remove and replace pavement to full depth in the median shoulder. The work on I-405 is required to begin construction of the new bridge at Oakesdale Avenue.

Environmental Impacts / Compliance
Installation of high-visibility fencing will occur in three phases, as defined in the 401 permit. Phases 1 and 2 were completed, with Phase 3 ongoing. Best Management Practices were installed at the S-3 pond site. Excavation of the pond exposed construction debris and petroleum products. GeoEngineers has been authorized to take and test samples from the site.

Impacts to Traffic
Moderate construction impacts are expected to facilitate the second stage of the southbound SR 167 work. The existing median shoulders along northbound and southbound SR 167 have been closed to allow construction of the median barrier and pole foundations. The HOV/Express Toll Lane has been striped to its final location with the General Purpose Lanes striped to 11 feet. Shoulder closures on southbound I-405 are ongoing for drainage, ITS investigations, and rumble strip removal.
