I-405 - I-5 to SR 169 Stage 1 Widening

Quarterly Project Report Update for Quarter Ending December 2006

Project Title & Location
I-405/I-5 to SR 169 Stage 1 - Widening (Nickel and TPA)

Project Description
Project includes Nickel and TPA projects components to construct additional northbound and southbound lanes from I-5 to SR 169 and a separate southbound SR 167 lane between I-405 to SE 180th St.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
This project is being re-bundled to take advantage of construction efficiencies.  The project includes two Transportation Partnership Account (TPA) projects and the Renton Nickel project in order to widen northbound and southbound I-405 between I-5 and SR 167.  The project also includes adding a southbound SR 167 lane between I-405 and the SW 41st St. Interchange as well as lengthening the SR 167 southbound High Occupancy Vehicle (HOV) lane north to the I-405 Interchange.  To effectively bundle the project, the Renton Nickel project's anticipated Open to Traffic date was advanced six months.  A Request for Qualifications (RFQ) was issued on November 8, and Statements of Qualifications in response to the RFQ were received on December 13.  Right-of-way appraisals and initial offers have been completed, and negotiations with property owners are underway.  Also, note that reported project costs are based on the Legislature's Final 2006 Transportation Supplemental Budget.

Design Construction Impacts
Retaining walls will be utilized wherever necessary to minimize impacts to adjacent properties, wetlands and drainage facilities.  The I-405 structures over Springbrook Creek and Oakesdale Ave. will be replaced on a new alignment requiring short-term lane closures.  In addition, widening and re-striping of southbound SR 167 will also be required.

Environmental Impacts / Compliance
A corridor wide Record of Decision for the programmatic Final Environmental Impact Statement (FEIS) was received in October 2002.  The project environmental documentation began in January 2005.  The Environmental Assessment (EA) was signed by the Federal Highway Administration (FHWA) on October 2, 2006, while Endangered Species Act (ESA) concurrence occurred in September 2006.

Impacts to Traffic
Expect moderate construction impacts.  Several Maintenance of Traffic phases will be required to replace the I-405 structures at crossings over Springbrook Creek and Oakesdale Ave., which will result in some short-term lane closures.
