Quarterly Project Report Update for Quarter Ending September 2006

Project Title & Location
I-405/112th Ave. to SE 8th St. (Nickel and TPA)

Project Description
This project combines the Bellevue Nickel project which builds one additional southbound lane from vicinity of NE 8th to I-90 and one additional northbound lane from I-90 to SE 8th with the TPA project to create a new northbound auxiliary lane from 112th Ave SE to I-90.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
This project combines both Nickel and the Transportation Partnership Account (TPA) funded projects to create a single bundled project.  This bundled project provides congestion relief by constructing one new lane from 112th Ave. SE to the I-90 Interchange, including ramp metering and lane re-striping; adding one additional southbound lane from vicinity of SE 8th St. to I-90 and adding one additional northbound lane between I-90 and SE 8th St.  The project team is working with BNSF railroad to address their needs.  The FONSI for Bellevue Nickel SE 8th to I-90 segment was published in August 2006.  In March 2006, the TPA project work from 112th Ave. SE to I-90 received a Determination of Categorical Exclusion (DCE) as part of the Renton to Bellevue EA.  The full project (112th Avenue SE to SE 8th Street) is expected to be advertised on October 6, 2006.

Design Construction Impacts
Construction impacts would occur between 112th Ave. SE and SE 8th St.  Structure widening will occur at Coal Creek Parkway, SE 8th St., and over BNSF railroad.

Environmental Impacts / Compliance
A corridor wide Record of Decision for the programmatic FEIS was received in October 2002.  Project-level environmental documentation includes two Environmental Assessments (EAs) for the area.  The Bellevue Nickel EA was published in August 2006 and, as part of the Renton to Bellevue EA, the 112th Avenue SE to I-90 received a DCE in March 2006.

Impacts to Traffic
Moderate construction impacts are expected, with the project minimizing them as much as possible.  Impacts will be more fully determined when this project's design is further along.
