Quarterly Project Report Update for Quarter Ending December 2006

Project Title & Location
I-405/112th Ave. SE to SE 8th St. (Nickel and TPA)

Project Description
This project combines the Bellevue Nickel project which builds one additional southbound lane from vicinity of NE 8th to I-90 and one additional northbound lane from I-90 to SE 8th with the TPA project to create a new northbound auxiliary lane from 112th Ave SE to I-90.

Contractor/Consultant
HNTB Corporation is the lead consultant of the General Engineering Consultant Team.

Recent Progress
This project combines both Nickel and Transportation Partnership Account (TPA) funded projects to create a single bundled project, which constructs one new lane from 112th Ave. SE to the I-90 Interchange, adds one additional southbound lane from the vicinity of SE 8th St. to I-90, and adds one additional northbound lane between I-90 and SE 8th St.  The full project (112th Ave. SE to SE 8th St.) was advertised in October 2006.  The final addendum to the advertised project will be sent out by December 15, 2006, and proposals are due on January 16, 2007.  Also, note that reported project costs are based on the Legislature's Final 2006 Transportation Supplemental Budget.

Design Construction Impacts

Construction impacts will occur between 112th Ave. SE and SE 8th St.  Structure widening will occur at Coal Creek Parkway, SE 8th St. and over the BNSF railroad.

Environmental Impacts / Compliance
A corridor wide Record of Decision for the programmatic Final Environmental Impact Statement (FEIS) was received in October 2002.  Project-level environmental documentation includes two Environmental Assessments (EA's) for the area.  The Bellevue Nickel EA was published in August 2006 and, as part of the Renton to Bellevue EA, the 112th Ave. SE to I-90 received a Determination of Categorical Exclusion (DCE) in March 2006 as part of the Renton to Bellevue EA.

Impacts to Traffic
Moderate construction impacts are expected, with the project minimizing them as much as possible.  Impacts will be more fully determined when this project's design is further along.

Right-of-Way Certification April 2007 On schedule.  Advanced from June 2011 to December 2009 in accordance with the 2005 Legislative Transportation Package.  No issues at this time.
Request for Proposal December 2006 October 2006 Ahead of schedule.  Advanced from June 2011 to December 2009 in accordance with the 2005 Legislative Transportation Package.  No issues at this time.
Open to Traffic December 2009 On schedule.  Advanced from June 2011 to December 2009 in accordance with the 2005 Legislative Transportation Package.  No issues at this time.
