I-205 - Mill Plain Exit - 112th Connector

Quarterly Project Report Update for Quarter Ending December 2005

Project Title & Location
I-205 Mill Plain/112th Avenue Connector

Project Description
This project will provide a direct connection to NE 112th Avenue from the off ramp of northbound I-205 to westbound Mill Plain Boulevard. It is a partnership project with the City of Vancouver.

Contractor/Consultant
Skillings-Connolly Inc.

Recent Progress

The City of Vancouver is responsible for the design phase of this project, with WSDOT providing oversight. Skillings-Connelly Inc. is performing the design work for this project, which had a 90 percent plan review in July, and a constructability review in November. Design work is anticipated to be complete by February 2006. The start of construction is contingent on the Access Hearing/ Findings & Order that is scheduled for November 2005 to March 2006, and the Noise Study that is currently scheduled to be completed by January 2006.

The continuation of the 2005 Transportation Partnership Account has funded the I-205, Mill Plain to NE 28th St project through construction. Coordination of the Mill Plain Connector construction with the proposed off-ramp to the new NE 18th St interchange will bring changes to the design of the Mill Plain Connector project in order to avoid costly re-construction of the northbound on-ramp currently designed. WSDOT is currently working on strategies that can provide a one-time construction of the Mill Plain Connector ramp to northbound I-205 to avoid re-work when the NE 18th St off-ramp is constructed underneath the Mill Pain Connector on-ramp.

Design Construction Impacts
The noise study could indicate mitigation is required, necessitating the addition of noise walls.  There is a potential schedule impact due to the access hearing and noise study that were on hold for 2 months, which would result in a right of way and advertisement delay.

Environmental Impacts / Compliance
Noise study to be completed

Impacts to Traffic

There will be impacts during construction including detour routes.
