WSDOT is making changes to the management of its capital construction projects. Over the next 16 years, $15 billion will be spent on new and existing projects to address some of the state's highest priority transportation needs.
This amount, more than double previous construction spending, allows the agency to deliver large, high priority projects that have been on-hold due to a lack of funding.
WSDOT recognizes that a program of this size requires increased workforce, improved processes and systems, and the flexibility to address changing project needs. Moreover, the increase in funding, which is the result of the 2003 and 2005 Transportation Funding Packages, comes with an increase in external oversight and review, including legislation that requires the development of a strategic plan for delivery of the program.
SPMG Planning and Implementation
To assist in development of the strategic plan, WSDOT retained the Statewide Program Management Group (SPMG). The SPMG is a consortium of high-profile consulting firms, whose staff are recognized leaders in the implementation of best management practices to support delivery of programs of this size.
The strategic planning objectives for SPMG are to:
- Identify actions that promote successful delivery of projects
- Report on projects and programs
Phase 1: The Strategic Plan
Timeline: December 2005 - June 2006
SPMG created a Strategic Plan (pdf 2.7mb) on June 30, 2006. The strategic plan includes:
- Recommendations for a flexible management approach
- Recommendations to ensure that adequate, skilled workforce is available to ensure delivery, and
- Recommendations on project management processes, control and reporting
Phase 2: Implementation
Timeline: July 2006 - December 2010
SPMG works as a consulting body through the first five years of the implementation process.
Results
As a result of the assistance of SPMG, WSDOT will be better equipped to deliver projects. Management of the construction program will happen with greater efficiency and accountability. SPMG will be making improvements to:
- Program management
- Program delivery
- Strategic delivery
- Project management and training
- Program and project monitoring
- Forecasting and reporting
