SR 99 - Alaskan Way Viaduct and Seawall Replacement Project

Project Description
The existing seismically vulnerable Alaskan Way Viaduct and Seawall are both at the end of their useful life and at risk of sudden and catastrophic failure in an earthquake. The cost to replace in-kind this seismically vulnerable structure is between $2.0 and $2.4 billion. (This figure does not include the cost of replacing the seawall or work north of Battery Street tunnel. Necessary to protect public safety and maintain the transportation corridor.

Recent Progress
The “Moving Forward” projects as outlined by the Governor were the main focus for the team this quarter. The team also completed 60% design of electrical relocation and mapping along Western Avenue to support the first utility relocation contract. Work continues on the Construction Traffic Management Plan. The Integrus property was purchased in June.

Design Construction Impacts
Design is approaching 60% complete for the Electrical Relocations - Phase 1 Project. Design to the 30% level is otherwise commencing across the Program, with the exception of the Battery Street Tunnel Fire Life Safety Improvements Project, for which scope is being defined. Roadway construction is planned to begin Winter 2009.

Environmental Impacts / Compliance
New SHPO procedures were developed for the “Moving Forward” projects. The FHWA agreed to a revised Program Environmental strategy in June that supports the Moving Forward Projects. Program Environmental staff is now developing the resulting environmental assessment documents.

Impacts to Traffic
Utilities construction, currently scheduled to begin Summer 2008, will impact traffic on local city streets. Lane closures through the Battery Street Tunnel are likely to begin mid-2009.
