Project Title & Location

SR 99 - Alaskan Way Viaduct and Seawall Replacement Project - Environmental Impact Statement/Right of Way/Design

Project Description
The existing seismically vulnerable Alaskan Way Viaduct and Seawall are both at the end of their useful life and at risk of sudden and catastrophic failure in an earthquake. The cost to replace in-kind this seismically vulnerable structure is between $2.0 and $2.4 billion. (This figure does not include the cost of replacing the seawall or work north of Battery Street tunnel. Necessary to protect public safety and maintain the transportation corridor.

Contractor/Consultant
Parsons Brinckerhoff Quade & Douglas is the prime design consultant.

Recent Progress
The project team began responding to public comments and preparing for the start of the Final Environmental Impact Statement during this quarter.  Some surface and utility mapping also was carried out.   Work continues toward defining recommendations for elements of the preferred alternative.  Work was completed on two planning level studies:  the assessment of full or partial closures during construction and the "no replacement" assessment.  One willing seller right of way purchase is pending and another is in negotiations.

Design Construction Impacts

Further delay in selection of the preferred alternative continues to delay the Final Environmental Impact Statement and Record of Decision.

Environmental Impacts / Compliance

DEIS public comments have been collated, and responses are being prepared for inclusion into the Final Environmental Impact Statement. 

Impacts to Traffic
During early preliminary engineering,  construction contract packages and staging will be studied, and traffic detour strategies will be investigated.

The preferred alternative decision has been delayed to fall 2004.

Record of Decision July 2006 The record of decision is directly tied to the selection of preferred alternative.
