Project Title & Location

SR 99 - Alaskan Way Viaduct and Seawall Replacement Project

The project is located in downtown Seattle.

Project Description
The existing seismically vulnerable Alaskan Way Viaduct and Seawall are both at the end of their useful life and at risk of sudden and catastrophic failure in an earthquake. The cost to replace in-kind this seismically vulnerable structure is between $2.0 and $2.4 billion. (This figure does not include the cost of replacing the seawall or work north of Battery Street tunnel. Necessary to protect public safety and maintain the transportation corridor.

Contractor/Consultant
Parsons Brinckerhoff Quade & Douglas is the prime design consultant.

Recent Progress

There are currently five alternatives under consideration.  They are being analyzed to complete the Draft Environmental Impact Statement (DEIS), which has an expected public release date of April 2004.  For a description of the alternatives, please visit the project web site at: http://www.wsdot.wa.gov/projects/Viaduct/ 

The 60 day DEIS public review comment period will conclude on June 1st, 2004.  Work continues toward identifying data needed to pick the preferred alternative.   To date this effort has centered on ways of reducing the project cost and major construction duration.  One right of way parcel has been acquired during this quarter, with one additional parcel currently in negotiations.   An additional parcel near Railroad Way S. is being considered for early acquisition.   The legislature approved WSDOT request to move $10 million from 03-05 RW to 03-05 PE to allow the project design to move forward as planned.  The project team is proposing to advance $28 million PE from the 11-13 biennium to the 05-07 biennium to maintain the design pace to meet an anticipated 2008 construction start.

Design Construction Impacts

Work is well under way on determining the elements of the preferred alternative.  Delays in selecting the preferred alternative could have an effect on the scheduled issuance of the Record of Decision.

Environmental Impacts / Compliance
Environmental impacts assessment and documentation is underway and on schedule. 

Impacts to Traffic
Not yet fully determined; however, impacts will vary significantly with each alternative.
