SR 99 - Alaskan Way Viaduct - Seattle Seawall Replacement Project - Environmental impact statement/Right of Way/Design

Project Description
The existing seismically vulnerable Alaskan Way Viaduct and Seawall are both at the end of their useful life and at risk of sudden and catastrophic failure in an earthquake. The cost to replace in-kind this seismically vulnerable structure is between $2.0 and $2.4 billion. (This figure does not include the cost of replacing the seawall or work north of Battery Street tunnel. Necessary to protect public safety and maintain the transportation corridor.

Contractor/Consultant
Parsons Brinckerhoff Quade & Douglas is the prime design consultant.

Recent Progress

There are currently five alternatives under consideration.  They are being analyzed to complete the Environmental Impact Statement (EIS), which has an expected public release date of April 2004.  For a description of the selected alternatives, please visit the project web site at: http://www.wsdot.wa.gov/projects/Viaduct/ 

One right of way parcel has been acquired during this quarter, with one additional parcel currently in negotiations.   No other land acquisitions are planned in advance of the environmental Record of Decision (ROD).  The project is proposing to transfer $10 million of the $25 million currently planned in 03-05 for right of way to project design.  The $10 million will provide design funding to meet the accelerated construction start date.

Design Construction Impacts
The recent Cost Estimate Validation Process (CEVPTM) estimates construction durations between 6 and 11 years, depending on the alternative.  Funding for construction depends upon additional funding from the Regional Transportation Investment District (RTID) as well as other new funding. 

Environmental Impacts / Compliance
Environmental impacts assessment and documentation is underway and on schedule. 

Impacts to Traffic
Not yet fully determined; however, impacts will vary significantly with each alternative.
