SR 99 - Alaskan Way Viaduct and Seawall Replacement Project

Project Description
The existing seismically vulnerable Alaskan Way Viaduct and Seawall are both at the end of their useful life and at risk of sudden and catastrophic failure in an earthquake. The cost to replace in-kind this seismically vulnerable structure is between $2.0 and $2.4 billion. (This figure does not include the cost of replacing the seawall or work north of Battery Street tunnel. Necessary to protect public safety and maintain the transportation corridor.

Recent Progress
The contract for the Stage 1 electrical relocations between Massachusetts Street Substation and S. Railroad Way was executed on 7/28/08.  The City has completed clean-out of the center drains and drainage troughs in the Battery Street Tunnel to support advanced stages of PS&E work on the first tunnel contract.  The Viaduct Removal Holgate-to-King project team submitted the final bridge preliminary plans for six different structures within the project.  The Port of Seattle Commisioners approved the sale of Pier 48 in July 2008.

Design Construction Impacts
Design is 60% complete for the advanced utility relocation contract on the Viaduct Removal Holgate-to-King Project and  approaching 90% complete for the Stage 1 Battery Street Tunnel Fire Life Safety Improvements Project.  Design continues to progress for other program elements.  Major Roadway construction is planned to begin Winter 2009.

Environmental Impacts / Compliance
The Environmental Assessment for the Viaduct Removal Holgate-to-King Project was signed and released in June 2008.  Program Environmental staff continues to work on the environmental documents for the remaining "Moving Forward" projects.

Impacts to Traffic
Utilities construction, currently scheduled to begin in September 2008, will impact traffic on local city streets.  Night and weekend lane closures through the Battery Street Tunnel are likely to begin mid-2009.
