US 97 - Satus Creek Bridge - Bridge Replacement

Quarterly Project Report Update for Quarter Ending June 2008

Project Title & Location
US 97 - Satus Creek Bridge - Bridge Replacement

Project Description
This project will replace the Satus Creek Bridge on US 97 south of Toppenish with a new, wider bridge that meets current design standards. Replacing the bridge and realigning this stretch of roadway will improve safety and reduce collisions.

Contractor/Consultant
Project not yet advertised or awarded.

Recent Progress
Several meetings have been held with the Yakama Nations Cultural Resource Manager.  The Cultural Resource Manager is presenting the proposed corridor to the Lands & Roads Committee, Cultural Committee and Fish and Wildlife Committee for approval.  After Committee approval Tribal Council approval will be pursued.  The process will then move toward a cultural survey in the areas of geotechnical drilling.

Design Construction Impacts
Possible budget increases to the project may occur, with the delay of the project the Bridge Design Office might have to hire a consultant group to complete design if the project stays with the current AD date of January 2010.
A land ownership dispute in the area of the project has delayed the start of the cultural report. This report is key to the delivery of this project. Several milestones may be delayed.
The previous design concept has been eliminated due to a land dispute and cultural issues. The current design concept proposes moving the existing alignment toward a large steep hillside and constructing a new bridge north of the existing bridge. This option would improve safety by increasing the roadway width and sight distance, but may require additional funding beyond the current budget.
Another design concept under consideration would construct a detour bridge and replace the existing bridge at its current location. This would improve safety by increasing the roadway width, but would only provide minimal improvements to sight distance. The current $10.4 million budget would likely cover this concept.

Environmental Impacts / Compliance
Cultural and habitat impacts are likely.

Impacts to Traffic
A detour bridge is planned be used.
