NSC-US 2 to Wandermere & US 2 Lowering - Construct New Roadway

Project Description
Constructs four new drivable lanes of the North Spokane Corridor between Farwell Road and Wandermere including a new connection to US 395 at Wandermere. Constructs an interchange at US 2. This project will increase capacity and reduce travel time. There will be four lanes when this project is completed.

Recent Progress
This project will have two contracts.  The PS& E for the first, US 2 Lowering, was advertised on August 18, 2008 with bid opening scheduled for Oct. 2.  The PS&E for the second, US 2 to Wandermere is in progress.   HQ environmental re-delineated the wetland that may be temporarily impacted by the bridge pier. Continue work on Design, Design Documentation, and PS&E.  Geotech still working on foundation recommendations.  Exploring the use of the Hatch Road property for borrow material.  The use will depend on a facilities contract that may or may not involve the property.

Design Construction Impacts
The Region continues to monitor the overall cost of the NSC projects and is continually investigating methods to build the project as scoped for the least possible dollars.

Environmental Permits Spring 2008   US 2 Lowering - complete.US 2 to Wandermere - NEPA Re-Eval needed for work in wetlands &/or addition of Perry St. sundry site.  Target NEPA Complete = 12/19/08. Sec. 106 complete 9/21/07.Target Permits Complete = 3/6/09. Permits Needed: USACE NWP 33, Spo. Co. CAO review, HPA, Shoreline Exemption.HQ working on Wetland & Stream Assmt.  HQ to prepare wetland restoration and buffer mitigation plan.  Working on Habitat Mgmt. Plan.  Will need shoreline exemption for work w/in 200 ft of Little Spokane River.
Contract Advertisement August 2008    The US 2 lowering contract advertised on Aug. 18, 2008. The US 2 to Wandermere contract will advertise by Aug 2009 to coordinate these two sections opening to traffic simultaneously.
