NSC-US 2 to Wandermere & US 2 Lowering - Construct New Roadway

Project Description
Constructs four new drivable lanes of the North Spokane Corridor between Farwell Road and Wandermere including a new connection to US 395 at Wandermere. Constructs an interchange at US 2. This project will increase capacity and reduce travel time. There will be four lanes when this project is completed.

Recent Progress
This project will have two contracts.  The PS& E for the first, US 2 Lowering, is approximately 40% complete.  The PS&E for the second, US 2 to Wandermere is approximately 20% complete.  Work on this project has increased recently due to completion of the Francis Avenue to Farwell Road Project. Ongoing work in the Project Office includes investigating alternative retaining wall designs, continuing hydraulic design, finalizing the US 2 interchange plans for approval, continuing staging plan design, designing frontage roads, traffic analysis and preparing preliminary contract plan sheets.

Design Construction Impacts
The Region continues to monitor the overall cost of the NSC projects and is continually investigating methods to build the project as scoped for the least possible dollars.

Right of Way Spring 2008    We have completed 19 of the 33 parcels (58%) for this project.  All appraisals completed, and are in negotiation. 1 of the 14 remaining is in condemnation. 
Environmental Permits Spring 2008   NEPA re-eval needed. Section 106/CRS update needed. Sent scope request to AHS for CRS re-eval 3/5/07. No fish passage required on Deadman Ck. culvert if we do not touch it. Still need HPA to do work. Spokane County and USACE are OK with using wetland mitigation bank for impacts on this project. Credits are available for purchase at the Meadocroft Mitigation Bank (Loon Lake).  This would be an efficient mitigation method for wetland impacts associated with this project.
