Project Title & Location
NSC - Francis Avenue to Farwell Road - Construct New Roadway

Project Description
Constructs two lanes of the North Spokane Corridor between Farwell Road and Francis Avenue. Provides a new road between these two major county roads and completes the grading between US 2 and Wandermere. This project will increase capacity and reduce travel time. There will be two lanes when this project is completed.

Contractor/Consultant

Recent Progress
 The first two contracts, Farwell Road Lowering, and Gerlach to Wandermere Grading, have been completed.   The  third contract, Francis Avenue to U.S. 2 – Structures, constructs 6 bridges between Fairview Road and Perry Street.  The contractor has completed pouring the bridge decks on the Fairview, Market and Parksmith and Shady Slope and Perry structures and is working on bridge barriers and approach slabs as weather allows.  Work is expected to start on Shady Slope Road in March 2008.  The fourth contract, Freya to Francis Vic. – Grading and Structures is currently under construction.  The contractor opened Lincoln, north Freya, Julia, Fairview and Gerlach to traffic on Dec. 1, and the earthwork is nearly 90% complete.  Remaining work includes the lowering and paving of south Freya and work along Francis Ave. The fifth contract, Freya St. to Farwell Rd. – PCCP Paving  was executed on May 23, 2007.  The contract is currently on winter shutdown and and will resume on site work on March 17, 2008. The Contractor is continuing to crush material, and will resume drainage work and the bridge approach slabs at Farwell Road.  Construction of PCCP will begin in the Spring of 2008. 
The sixth contract, BNSF RR Tunnel was executed on 12/14/2007.  There were meetings set up before the pre-construction conference to go over project issues.  WSDOT also met with both BNSF and BPA in separate meetings before the pre-con to review all the specifications and address concerns from this project and previous NSC projects.  The pre-construction conference was held on 2/5/2008.  On 2/27/2008 a partnering session was held with WSDOT, Scarsella and Clearwater Construction (a major sub-contractor constructing the footing/stem walls).  The contractor submitted the needed paperwork and received approvals from both BPA and BNSF to begin working.  The first charged working day was March 10, 2008.  The contractor started clearing and grubbing the work area.  They will then start the excavation of the tunnel footing.  Casting of the tunnel pieces has been underway since late December 2007 at Central Pre-Mix in Spokane Valley.  They have cast approximately 140 of the 440 required pieces and are now casting 5 pieces per day.  A BNSF flagger is on site daily and a BPA safety watcher will be notified before equipment is used within BPA easement areas. 

Design Construction Impacts
The Region continues to monitor the overall cost of the NSC projects and is continually investigating methods to build the project as scoped for the least possible dollars.

No impacts at this time

Impacts to Traffic
The US 2 detour is open to traffic, no restrictions are anticipated.
