Quarterly Project Report Update for Quarter Ending June 2005

Project Title & Location
NSC - Francis Avenue to Farwell Road - Construct New Roadway

Project Description
Constructs two lanes of the North Spokane Corridor between Farwell Road and Francis Avenue. Provides a new road between these two major county roads and completes the grading between US 2 and Wandermere. This project will increase capacity and reduce travel time. There will be two lanes when this project is completed.

Recent Progress
The project will have four contracts. The first contract, Farwell Road Lower­ing, opened Farwell Road to traffic on June 4, 2005 and will be completed under estimated costs. The second contract, Gerlach to Wandermere Grading, completed the roadway clearing and placement of 95% percent of the roadway fill for the U.S. 2 detour. Work has started on the Market Street detour and the realignment of Hawthorne Road. The detours will be completed in early July 2005. Design work is underway for the remaining two contracts, Francis Avenue to U.S. 2 Grading and Paving, and Francis Avenue to U.S. 2 Structures.

Design Construction Impacts

As noted in the March 2005 and June 2005 Gray Notebooks, costs for both Nickel funded projects on the North Spokane Corridor could increase at completion in 2011, due to higher than anticipated costs in Right of Way acquisition and construction materials.  The region is investigating project design changes to reduce costs and develop alternative funding proposals to address this cost increase

No impacts at this time

Impacts to Traffic
There will be lane closures on US 2 to one lane in each direction at times during detour construction.  Minor delays are expected during the lane reduction.  The Center Road/US 2 intersection has been permanently closed.  Napa Road was also closed and cul-de-sacs were built at Wringer Road and Garden Road.

Right of Way August 2003 January 2004 Right-of-way acquisition delays were experienced due to the statutory imposed condemnation and relocation process involving two different privately owned properties.
Contract Advertised September  2003 January 2004 A delay in completing the Right of Way Acquisition resulted in the delay for the advertisement of the first contract Farwell Road Lowering.
Open to Traffic March 2009 No impacts at this time.
