NSC - Francis Avenue to Farwell Road - Construct New Roadway

Project Description
Constructs two lanes of the North Spokane Corridor between Farwell Road and Francis Avenue. Provides a new road between these two major county roads and completes the grading between US 2 and Wandermere. This project will increase capacity and reduce travel time. There will be two lanes when this project is completed.

Recent Progress

This project has previously reported that it would be constructed in 4 contracts.  Due to the size of the fourth contract the Region will break it into 3 independent contracts (making a total of 6 contracts for this project).  This will provide for more competitive bidding due to smaller contracts and will manage risk more effectively.   No adjustments in legislative milestones will be required to make this change.  The first two contracts, Farwell Road Lowering, and Gerlach to Wandermere Grading, have been completed.   The  third contract, Francis Avenue to U.S. 2 – Structures, was re-advertised and awarded to Max J Kuney on July 21, 2006.  This contract constructs 6 bridges between Fairview Road and Perry Street.  Currently the contractor is working simultaneously on the Fairview, Market and Parksmith and Shady Slope structures.   Market Street traffic has been shifted to the detour for the remainder of the winter.  The PS&E for the fourth contract, Freya to Francis Vic. – Grading and Structures is approximately 90% complete.   This contract is on track to advertise in January 2007 and will begin working in the spring of 2007. The fifth contract, Freya St. to Farwell Rd. – PCCP Paving is scheduled to advertise in February 2007.  This section paves the mainline NSC, Farwell Road and adds a right turn lane to US 2.  The sixth contract, BNSF RR Tunnel is scheduled for advertisement in March 2007.  It constructs the NSC Overcrossing of the BNSF Railroad line and completes the driveable link between Freya St. and Farwell Road. Lack of communication from BNSF continues to be a schedule risk.

Design Construction Impacts

The Region continues to monitor the overall cost of the NSC projects and is continually investigating methods to build the project as scoped for the least possible dollars.

No impacts at this time

Impacts to Traffic

The US 2 detour is open to traffic, no restrictions are anticipated.  Market street has been moved to a temporary detour.  Napa Road was closed and cul-de-sacs were built at Winger Road and Garden Road.  The new Piper Road and temporary Perry Road alignments have been opened to traffic.
