Complete September 2013

This project was completed during the week long closure of US 2/Tumwater Canyon in Sept. 2013. 

This P3 Highway Capital Preservation-Major Drainage-Program project removed fish passage barriers - the current culverts - replacing them with a single, larger three sided box culvert under US 2 for Skinney Creek, two miles west of Tumwater Canyon in Chelan County.

Why is WSDOT replacing the existing culverts?
The two existing 36" culverts on Skinney Creek that cross under US 2 at MP 88.5 were undersized for the water flows experienced on Skinney Creek and were an ongoing maintenance concern and a barrier to fish passage due to their clogging with stream sediment.

The culverts were replaced with a new three sided box culvert that is designed specifically to improve fish passage.

To reduce environmental impacts, the new culvert was built downstream from the existing two culverts helping minimize in-water work. Wetlands that were temporarily impacted were revegitated to return them to pre-construction conditions.

The new stream channel through the new box culvert was  vegitated to minimize erosion and encourage fish passage.

The End Result
This project provides a larger three sided concrete box culvert that is adequate to handle the high seasonal flows of Skinney Creek while encouraging fish passage.

Project signage will reflect the cost of construction engineering, project bid award and sales tax.

This project was advertised for private contactor bids on Oct. 29 2012. Nine bids were opened Nov. 29. On Dec. 12, Contract #8385 was awarded to Selland Construction, Inc. for $644,193.20, 44% under the engineering estimate.

The project was funded through the following sources:

  • Pre-existing Gas Tax - $1.35 million
  • Total Funding from all sources - $1.35 million
