Recent Progress
Design work is 30% complete. WSDOT is currently working with Washington Sate Department of Fish and Wildlife (WDFW) to exclude a portion of land needed for construction from WDFW’s property exchange with Nature Conservancy. This exclusion will allow right-of-way certification to proceed as scheduled.
A combination Cost Risk Assessment /Value Engineering (CRAVE) was performed in August 2006.

Design Construction Impacts
The CRAVE identified several risks that, in addition to the escalation in construction costs, could push project costs beyond the approved budget. At the 90% confidence level, the total project cost could be $13.1 million compared to the $10.6 million budgeted. The Nature Conservancy is in the process of transfering property needed for the project to the Washington Department of Fish and Wildlife (WDFW). This transfer will require the WSDOT to facilitate a land exchange with WDFW instead of a typical property acquisition, taking more time than anticipated. No impacts to the Ad Date are anticipated at this time. Recent nationwide price escalation for work and material and inflation has increased the overall cost of this project by approximately $2.7 million over the $10.6 million budgeted. This new cost has been submitted to the Governor's Office.
