US 12 - Tieton River East and West Bridges - Replacement

Quarterly Project Report Update for Quarter Ending December 2006

Project Title & Location
US 12 - Tieton River East and West Bridges - Replacement

Project Description
This project will replace two structurally deficient bridges across the Tieton River with two wider bridges that meet current standards. A new, straighter roadway between the two bridges will be constructed, moving the roadway away from a rockfall hazard.

Recent Progress

Design work continues on this project.  Conversations with impacted landowners (WDFW, USFS, BOR, the Nature Conservancy and a private party) have begun.  A formal meeting was held October 3, 2006 and will be followed by an agency meeting to discuss environmental issues in more detail.  The geotechnical report for the bridge construction is currently being drafted and the report for the earthwork has been completed.  A floodplain report  has just been completed.

A combination Cost Risk Assessment /Value Engineering (CRAVE) was performed in August 2006.

Design Construction Impacts

The CRAVE identified several risks that, in addition to the escalation in construction costs, could push project costs beyond the approved budget.  At the 90% confidence level, the total project cost could be $13.1 million compared to the $10.6 million budgeted.

The Nature Conservancy is in the process of transfering property needed for the project to the Washington Department of Fish and Wildlife (WDFW).  This transfer will require the WSDOT to facilitate a land exchange with WDFW instead of a typical property acquisition, taking more time than anticipated.   No impacts to the Ad Date are anticipated at this time.

Environmental Impacts / Compliance
Minor wetland impacts anticipated.

Impacts to Traffic
We plan to utilize existing bridges to detour traffic.
