Project Description
McNary Pool to Attalia is the first phase of five phases to reconstruct US 12 as a four lane divided highway from SR 124 to the Walla Walla River, and plan for the future four-laning from the Wallula Junction to Walla Walla.

Recent Progress
Ther contractor requested and was grantedThe contractor requested and was granted a winter shutdown starting November 14, 2003. Subgrade for the new roadway is completed. Two asphalt base lifts were completed on the new eastbound alignment prior to the winter shutdown. Final asphalt paving will be completed when construction resumes in spring 2004. Asphalt paving is now approximately 50% complete. Stage 1 bridge construction is 40% complete. Contour grading of the Mitigation Area is complete, with topsoil and compost in place. Planting to begin in March 2004. The new boat launch facility, constructed as part of the mitigation, is complete and open to the public.

Design Construction Impacts
The Construction office is working with the contractor and the regional Environmental office in an effort to advance the in-water work window from July 15 to June 1, 2004. Removal of the old structure is the only in-water work for 2004. If the advance is approved, Stage 2 bridge construction will start six weeks prior to the current project schedule, allowing for an earlier project opening for the public.

Environmental Impacts / Compliance
On 10/26/03, the project passed a federal and state environmental compliance review. The nearby air quality monitoring station continues to record no problems, and the contractor ensures that dust is controlled at all times. The cultural consultant was present on site as needed.

Impacts to Traffic
Impacts to traffic continue to be minimal. The traffic revision on the bridge creating narrower lanes continued through this quarter; both lanes remained open at all times. Delays caused by construction vehicles delivering surfacing materials and asphalt were frequent but brief in duration.
