Project Description
Attalia Vicinity is the third phase of five phases that will reconstruct US 12 as a four lane divided highway from SR 124 to the Walla Walla River, and develop a plan for future four-laning from Wallula to Walla Walla.

Recent Progress
The contractor’s activities this quarter included completing the HMA paving and the new eastbound bridge. The project stayed on schedule and this new four lane section of US 12 was opened to traffic in early September. Only minor incidental work, including seeding and fertilizing, and integrated vegetation management remain to complete the project. The ribbon cutting ceremony is scheduled for mid October to accommodate Senator Murray’s schedule.

Design Construction Impacts
Generally, the project has proceeded well and all impacts listed on the risk matrix have been resolved. All project work is anticipated to be complete in mid-October, after seeding and fertilizing and integrated vegetation management are complete. Project completion at that time would be well ahead of the initial December 2007 anticipated completion. This project had several change orders and some items overran plan quantity. The railroads charged more money than was anticipated when the agreements were established. All changes combined are approximately 1% over the authorized amount set aside for the Construction Phase.

Environmental Impacts / Compliance
Regional Construction staff, with support from Regional Environmental staff, continues to work with Contractor personnel to ensure compliance.

Impacts to Traffic
This four lane section of US 12 is now open to traffic. There will be minor impacts to traffic in September and October.
